Institutional Framework Focal Point: Ministry of National Security ACP Migration Facility in Trinidad and Tobago isbased on interface with national lead institution on migration matters, the Ministry of National Security. The Ministry of National Security has spearheaded the development of a National Consultative Committee and facilitateditsinstitutional and civil society working groups.

Capacity and Collaboration FIVE COMPONENTS OF CAPACITY S- Social Arrangements; P- Political Arrangements; J- Juridico-Institutional Arrangements; T- Technology; Infra- Physical Infrastructure MAINSTREAMING ROLES Catalytic: Advanced knowledge of the subject of migration, actions in the field of human rights, internal capacity to promote projects of action research on the subject Partner: Source of technical or financial support through partnerships / joint projects with catalytic actors Enabling: The ability to advance projects by including them in their own work, and create conditions necessary for the smooth running of research projects and institutionalcoordination Inclusionary: The ability to expand the dialogue on the issue of integrating migration and development while being part of the process.

The variety and dynamism of the life histories of migrants whichmayincludeboth South-South and South-Northmobility. Ongoing efforts by G77 and China to include migration and development on the agenda within the United Nations system, includingrecentnegotiations of the content of the UNCTAD Accra Accord. Manyof the countries and societiesrepresentedwithin the ACP werefounded on the basis of forced and voluntary migration fromvarious parts of the world, includingother parts of the ACP. Migration and developmentpolicyistargetedatbothreceiving and sending countries, and atboth migrants and non-migrants.
