GENERAL POINTS TO BE REMEMBERED • The bags of other postal adminstrations in which mails are received should be returned empty by the next post by surface route in a direct mail for that country. • In case of UK, the bags received from UK are used for sending mail to UK & surplus, if any returned as empty. • Bags of India Post sent to Burma will be utilised by burma administration for sending mails to India & surplus if any will be returned empty. • India Post bags sent to other countries will be received back advised in table V of the letter bill / in a separate letter bills with separate annual series. (Rule 140,142 POSTAL MANUAL VOL V )

GENERAL POINTS TO BE REMEMBERED • Please remember to check whether Indian bags are used by any administration for making up its mails to India. • If so, it should be reported to the despatching by VN. • Even then also, if it is continued, the matter should be referred to DG. • Count the number of empty bags returned with number advised in the letter bill. • Any discrepancy to be reported by VN. • If the empty bag received from abroad is in a seriously damaged condition, a VN to be sent. • If no, reply is received within a reasonable time, matter to be reported to DG. (Rule 142 TO 144 POSTAL MANUAL VOL V )

GENERAL POINTS TO BE REMEMBERED • If the number of empty bags is not too many, they may be placed inside the mail bag / A.O. bag advising in table V of the letter bill. • If the number is too large to place inside mail bag/A.O. bag, they should be placed in separate bag, sealed & labelled. • The label should bear the indication “SACS VIDES” (EMPTY BAGS). (Rule 145 POSTAL MANUAL VOL V )

GENERAL POINTS TO BE REMEMBERED • Empty air mail bags to be conveyed through the air carriers who have conveyed the bags, free of charge. • Empty air mail bags should be made in small lots. • Special despatch, entered on AV-7S statement, should be made if the number reaches 10. • Empty air mail bags will not be sent by air mail between adjacent countries / when the return by surface mail does not take >10 days.
