  1. INTERMODAL TRANSPORTATION MANAGEMENT SYSTEM (ITMS) Statewide PID conference

  2. ITMS - A Transportation Planning Tool Linda Turnquist - (916) 653-4107 Caltrans Headquarters Division of Transportation Planning Office of Advanced System Planning ITMS application developed by Booz Allen & Hamilton - Consultants Statewide PID conference

  3. What Is It? • Early planning stage Transportation Planning Tool • Decision support system • Intermodal and multimodal • Macro scale • Quick response - runs on desktop and laptop computers Statewide PID conference

  4. Why Was It Developed? • Originally mandated under ISTEA • To improve future mobility by improving the ability of decision makers to choose intermodal transportation projects that will result in the greatest economic, environmental, and social benefit to the state • Allows cooperative planning Statewide PID conference

  5. The ITMS Planning Tool Includes • Transportation systems • Intermodal facilities • Passenger travel • Existing and forecasted conditions • Passenger mode-shift analysis • Performance measures • Ability to access • Census data & Other relevant data Statewide PID conference

  6. ITMS 3 HIGHWAY ROUTES Statewide PID conference

  7. Who Maintains It? • Caltrans Transportation Planning Program • Passenger demand data from regional agencies, where available • Major portions of modal data from Caltrans programs • Frequency of updates will vary depending upon source data availability and funding Statewide PID conference

  8. What Are Some Of Its Uses? • Analyze information about the transportation system • Identify deficiencies • Propose actions and strategies • Evaluate and analyze outcomes • Prepare studies and reports, and create maps and graphs Statewide PID conference

  9. Continuing Goals • Provide new tools • Quicker and easier • Resulting in lower long-term cost • “User friendly” • Quality as well as quantity Statewide PID conference

  10. ITMS Uses ArcView GIS As Its Organizing Principle • The power of GIS allowed ITMS to be developed • The goal was to bring powerful data to the desktop of the transportation planners • Links databases to spatial maps Statewide PID conference

  11. Analytics • ITMS also includes "canned” analytical routines to analyze different actions and scenarios • Incorporates Regional Travel Demand Model data Statewide PID conference

  12. Software Development • The ITMS is an ArcView application • ArcView must be installed • Install ITMS from the disk Statewide PID conference

  13. Application - Graphical User Interface (GUI) Statewide PID conference

  14. Analysis Year Menu Option Statewide PID conference

  15. Map Area Menu Option Statewide PID conference

  16. ITMS Analysis Steps • Identify deficiency • Define action (project) • Apply action • Process mode shift • Evaluate performance Statewide PID conference

  17. Deficiency Menu Option Statewide PID conference

  18. Action Menu Option Statewide PID conference

  19. Evaluation Menu Option Statewide PID conference

  20. The ITMS Performance Measures • Categories • Mobility • Financial • Environmental • Economic • Safety • Fifteen total performance measures Statewide PID conference

  21. ITMS Version 3 (Person Movement) Data Collection • Increasing networks (more state highways) • Smaller segmentation links • Additional airports (four more) • New horizon years • 1996 • 2006 • 2016 • 2026 Statewide PID conference

  22. Goods Movement Module Development • Goods movement analysis methods are currently under development • Will include analytical capabilities • The final approved version will be integrated into ITMS 3 in late-2002 Statewide PID conference

  23. How To Get Training In ITMS • ITMS General User Training is presently a five-day course • Talk to your supervisor and ITMS Coordinator • An ArcView introductory course is a pre-requisite to obtaining this training • It is a two-day course • Contact your GIS Coordinator to enroll Statewide PID conference

  24. ITMS User’s Group • Made up of Caltrans’ District and HQ ITMS Coordinators • Guides future enhancements and updates to ITMS • Meets quarterly and rotates through districts (as host) Statewide PID conference
