Cefas Ministerial Indicators and Performance Payment Targets 2014/15 • 6 Indicator categories comprising 9 Ministerial indicator measures, failure of any one measure fails the whole category; • Performance Payment comprises 9 “Targets” which will be assessed separately from the Ministerial Indicators; • Meet good performance for each Ministerial Indicator measure relative to external benchmarks = no payment; • Meet further stretching organisational Targets = full payment; • Allocate pro- rata % of achievement to calculate payment. The performance payment relates to a small Cefas-wide payment to eligible staff based on the performance of the organisation against these targets.

Cefas Performance Indicators 14/15 Value for money • Surplus contribution to Defra and a Facilities reserve fund excluding any exceptional items (Indicator £1.2m) (Target range £1.2-2m) • % secured CDT at start of following year (Indicator 70%) (Target range 70-80%) subject to Defra income being in line with previous plan indications Customer satisfaction • CSQ results weighted by return (Indicator 70%) (Target range 70-85%) Employee Engagement • Engagement survey score (Indicator top 50%) (Target range top 50% - top 25%) Delivery (Cefas impacts) • Customer Impacts, scored by Cefas and assessed by customer (Indicator assessed by Defra) (Target score assessed by Defra) Corporate responsibility (HSEQ) • H&S – Total Reportable Case Frequency (No. of Reportable & Lost time incidents/1 million working hrs) (Indicator < the Defra ILF 2013 average) (Target range Defra - Total ILF average) • ISO –maintain accreditations for 14001, 18001 and 9001, 17025 and ensure no major non conformities are raised (Indicator accreditations in place) (Target accreditations and zero major non-conformities outstanding for >1 month, 25% of total for each) Science excellence (capability) • Indicator 155 ISI Papers (Target range 155-165 ISI Papers). This recognises broadly consistent research income, increasing citation impact and strong Agency delivery. • Seedcorn delivery- Indicator £1.1m of investment (Target range £1.1-1.5m) Nine targets score 1/9th each to total 100%. Payment earned = Target% of 100% x 4%
