How did this project come about? • Since PPG25 in 2001 substantial R&D has been commissioned (some of which is now completed, some is still ongoing) dealing with different scales and aspects of assessment and management of flood risk for new development. • However, it is growing • increasing difficult for • practitioners to navigate • and use this effectively.

What was the objective of this project? • To provide guidance on the assessment of flood risk (and the mitigation/management of that risk) to assist with the regulation and planning of new developments in England and Wales. • The project covers: All scales of decision-making All levels of assessment All types of flooding

The Framework • What is it? • The means by which the links between the different aspects of assessing and managing flood risk for new developments are identified and explained. • When is it of relevance to you? • If you want to understand or explain to others how different planning activities relate to different types or scales of assessments and the information they rely on.

The Guidance • What is it? • A set of 26 individual guidance notes • A summary of current science and best practice from the perspective of the topic in question. • A source of references to more detailed information (e.g. available R&D reports, ongoing R&D projects or initiatives, guidance manuals, websites, AMS documents, etc.) • What is it NOT? • A presentation of Defra, ODPM or EA policy • A statement of what is/is not acceptable as far as the EA is concerned with respect to new development

Guidance Notes (1) • How are the notes structured? • All guidance notes have the same structure to make finding information easier: - Introduction - Data and Information - Roles and Responsibilities - Processes and Procedures - Tools and Technologies - Audit and Control • Each note starts by explaining what is does/does not do • Each note is supported by cross-references to other guidance notes and to other documentation

The Tools • What is a tool? • Anything used as a means of performing an operation or achieving an end. • When might you want to use them? • When you wish to apply the approach explained in a guidance note. • Where can you find them? • Some are included within the guidance notes. • Others are provided separately (accessible via the website). • Others have been integrated into the website itself.

It is important to remember… • Some interpretation of the guidance from your perspective may be required. • For Example • If you are not required to undertake a particular activity, you may be responsible for doing one or more of the following: • Providing guidance to developers or planning authorities regarding undertaking the activity; • Checking that it has been done by developers or planning authorities; or • Providing an opinion regarding appropriateness of what has been undertaken.

  21. It is ALSO important to remember… • The R&D project covers all scales of development planning (i.e. national, regional, local and site specific) and all types of assessment (e.g. NaFRA, CFMPs, SMPs, SFRAs and FRAs). • Therefore, • not ALL parts of the framework, • not ALL guidance notes and • not ALL of the tools would be used by you on a regular basis. • This R&D project is providing the “whole picture”, but not all of the detail. References to existing guidance, etc. are used to provide the missing detail.

  22. Final summing up • The project outputs from FD2320 provide useful updates on latest science and best practice (and links them together) for use in planning liaison and development control. • Anyone reviewing assessments of flood risk (at any scale) will be able to obtain sufficient information (or references to other documents) that will enable them to make meaningful comments regarding the appropriateness of the assessment and the development proposed.
