  3. State of the South cont… • “Desolated Land” • Almost every city affected in some way • Columbia (Capital of SC) – 2/3 of City burned • Economy state of collapse • Agricultural system in chaos (freed AA’s)

  10. Lincoln’s Plan • Didn’t want to punish the south. Why? • Lincoln offered amnesty (pardon) • Must take oath of loyalty • Agree to end slavery • When 10% of states voters from election of 1860 took oath, they could start new state government

  11. Radical Republicans • Didn’t want to reconcile (make peace) with South, wanted to “revolutionize” (Completely Change) • Led by Thaddeus Stevens (Pennsylvania) and Charles Sumner • Three main goals: • Prevent confederate leaders from regaining power • Republican party to be powerful in south • Federal Government to help AA’s achieve equality (Voting in south)

Wade-Davis Bill • Between Lincoln (Too Lenient) & Republicans (Too Far) • The Plan: • Adult white men in South take oath of allegiance to Union • New State Governments must: • Abolish Slavery • Reject all debts • Take away right to vote of Confederate government officials and military leader • Lincoln rejected with Pocket Veto (Let session of congress expire without signing)

Freedmen’s Bureau • As Sherman marched through SC and Georgia – thousands of freed African Americans (AKA Freedmen) began following troops looking for shelter and food • Sherman – Reserved abandoned plantations within 30 miles of coast for freed African Americans • Freedmen’s Bureau – Government Agency to deal with this: • Help slaves find jobs • Negotiated pay • Feeding and clothing • Education of former slaves
