Background • Transportation projects and environmental review process challenges: • Project delays, cost overruns, strained interagency relationships • 2003 TRB Workforce Challenge Report: • 50% from state transportation agency are eligible for retirement by 2013 • 47% of FHWA employees are eligible for retirement by 2010

  5. Purpose of ECB • To develop, prepare, and maintain a high level of environmental expertise for transportation agencies and their partners. • Improve balanced decisionmaking • Increase compliance with a complex set of rules • Retain existing institutional knowledge

  6. ECB Accomplishments Completed: • State of the Practice Report • Needs Assessment interviews and draft report To do: • Vet the findings and finalize Needs Assessment Report • Assemble Steering Committee • Design the ECB Program

  7. ECB Needs Assessment Interviews • 40 telephone interviews conducted February - April, 2004 • Interviewees represented • Federal, State, and Local Transportation Agencies • Federal and State Resource Agencies • Academia • Private Consultants • Non-profit/National Associations

ECB Program Plan - Potential Elements • Technical assistance - expert consultation, peer networks, workshops, roundtables, decision-making assistance tools • Training - resource guide, calendar of courses • Education - UTC, colleges, distance learning • Information dissemination - catalogue of research and resources • Outreach and customer feedback - website, newsletter, FAQs, conferences • Certification • Program evaluation
