  6. Title I and II, Pt. A • NCLB requires that SEAs establish and implement the HQT requirements • The PED has created various Educator Quality reports on the STARS to help districts verify their HQT and EAs as paraprofessional status • The PED provides districts with technical assistance to help ensure that teacher are HQT and EAs with instructional duties have established their paraprofessional status

  7. Funding Implications • The Title II Pt. A program flows approx. 22 million dollars to districts to support their Educator Quality requirements • These funds can support professional development costs, content area tests and/or college coursework to establish their respective Educator Quality requirements.

  8. What are the reporting requirements for the HQT, EAs as Paras and Mentorship services? • Districts report staff, student, and class data on the 40th, 80th and 120th day reporting cycles • These data are used to create the HQT and EAs as Paraprofessional reports • District report on the 40th day the number of Level I or Internship licensed teachers receiving Mentorship Services for Beginning Teachers • A new “Staff Development” reporting template exists to support Mentorship and Professional Development.

What data is required for Staff Development & where is it located Staff Development Template (new in STARS): Fields (4): • District Code • 3 digits, include leading zeros ie) 001 • Staff ID • SSN • Must exist in STAFF & STAFF SNAPSHOT • Activity Code • HQPDT • HQPDA • HQMS • Activity Start Date • Snapshot Date • 40D=2007-10-01 • 120=2008-03-01

Activity Codes HQMS • Beginning Teacher is receiving High Quality Mentoring Support on the 40th day of the current school year. • Report on 40th day only, Activity Start Date = 2007-10-01 • Only to be reported for “Certified” staff who are in TEACHER staff assignments with one to three years of teaching experience and holding a waiver, internship license, or Level 1 New Mexico teaching license. • Funding for the beginning teacher mentorship programs based on this field, so pay close attention HQPDT • Teacher received High Quality Professional Development • Report on 120th day only, Activity Start Date = 2008-03-01 • Only to be reported for “Certified” staff who are in TEACHER staff assignments HQPDA • Administrator received High Quality Professional Development • Report on 120th day only, Activity Start Date = 2008-03-01 • Only to be reported for “Certified” staff who are in ADMINISTRATOR or PRINCIPAL staff assignments • Professional development should focus on supporting high-quality teachers and student achievement.

  11. How can the data be reviewed Reports: • Verification Reports > Staff Development Template Verification • Counts of Activity Codes by District/Charter School (TBD)

  12. Questions? 1. Regarding the Staff Development Fact Template: For the 120-Day report, districts are to include those teachers and / or administrators who are receiving High Quality Professional Development. Can ONE employee receive both the HQPD for a teacher and HQPD for an administrator? It seems conceivable that a person could be reported in BOTH staff assignment codes (TEACHER and ADMINISTRATOR) on the 120th day in which case they may have received Professional Staff Development in One area, Both areas or None of the areas. That being said, I believe you could have a person reported TWICE with two different activity codes for the same reporting period. The STARS data warehouse will also allow this since the UNIQUE key of Staff Development is District Code, Staff ID, Activity Code & Activity Start Date (which is the Snapshot Date, such as 2008-03-01 for 120th day). • What if the High Quality Professional Development was received in another state? Does it still apply to New Mexico? No. It is not relevant to the intent of this reporting.
