By 2015, children excluded from educational opportunities* enjoy their right to quality education in safe and supportive formal and recognized informal educational environments to become active citizens in their communities with increased opportunities to realize their full potential and rights” • What are Care’s capabilities and opportunities to deal with this TG? • The potential to produce impact at the national level? • Potential Partnership. • Significance in numbers and extent of vulnerability • Interested donors • Government commitment. • Poor Girls in Remote Areas • Disabled Children • Street Children • Working Children • Refugee Children • Poor Girls in Remote Areas • Disabled Children • Street Children • Working Children

A thorough analysis of underlying causes of poverty and social injustice at multiple levels with multiple stakeholders. • In Aug. 2008 “ Girls in remote areas” TG has been analyzed from UCP prospective to stand on the underlying causes of not enjoying their rights to quality education. • In September 2008 all 5 TGs have been analyzed from RBA prospective to identify the rights/duty holders and why duty holders are acting on their duties. • Next Steps: • Review and deepen the Causal Analysis • Use the Power Within tools for further analysis • Determine what we know and what we don’t know? And possible steps to know what we don’t know. • By the end of November all TGs will be identified.

An explicit theory of change that is rigorously tested and adapted to reflect ongoing learning. • In order to achieve the desired goal, the program will have to ensure the following: • Children themselves are aware of their rights and are actively participating to realize these rights • Community members and school staff have overcome discriminatory attitudes and appreciate diversity among children. • Schools communities are collectively mobilizing and sharing resources and advocating for improvements in their schools • School communities have the capacities to use active and child centered learning methodologies • Schools and educational systems become inclusive and welcoming to all children

Contribution to broad movements for social change through our work with and strengthening of partners, networks and alliances. • Potential collaboration/ partnership with PLAN, Save the Children U.K, Save the Children U.S in implementing Global program for protection of children in schools and ending school violence • Inclusive Education Network working on changing admission policies for children with disabilities

  9. A strategy to leverage and influence the use and allocation of financial and other resources within society for maximizing change at a broader scale. • Using the Madrasty Initiative to leverage resources from the GDA • Staff retention and developing a Core program team staffing structure

  10. Accountability systems to internal and external stakeholders. • IPO is a preliminary mechanism for personal accountability towards the program

SMT Meeting Jan 08 Health and Physical Integrity of marginalized men and women Discrimination against Women in remote areas, disabled People and Street Children Social Protection Program meeting Sept 2008 Social Protection Task Group Oct 2008 Right to Protection and Participation for victims of Violence and Discrimination with main components: GBV, HIV/AIDS, Child Protection and/or Refugees Program Meeting Mar 08 By 2015, Improved Social positions for women and girls in poor areas subject to discrimination* by addressing societal discriminatory attitudes towards them and ensuring the implementation of anti-discriminatory laws protecting their rights.  • What are Care’s capabilities and opportunities to deal with this TG? • The potential to produce impact at the national level? • Potential Partnership. • Significance in numbers and extent of vulnerability • Interested donors • Government commitment. * Denial of Inheritance Rights / Domestic Violence /GBV and FGM / Denial of the right to access sexual and reproductive health and family planning services/ Exploitation /Sexual harassment

A thorough analysis of underlying causes of poverty and social injustice at multiple levels with multiple stakeholders. • This list was reached based on the forms of discrimination that were identified at by the task forces that were not identified by other programs • The geographical concentration of the target group was identified as Upper Egypt based on the experience of CARE Egypt, however, during the research phase the geographical concentration of these target groups would be further analyzed and revisited if needed.   • An initial Causal analysis was done by the task forces • Next Steps: • Review and deepen the Causal Analysis • Determine what we know and what we don’t know? And possible steps to know what we don’t know.

An explicit theory of change that is rigorously tested and adapted to reflect ongoing learning. • In order to achieve the program goal, the program will work on the following: • Addressing discriminatory communities’ attitudes towards the target groups to ensure that community members are respectful of girls and women’s rights.   • Influencing decision makers’ attitudes to change existing laws that reinforce discrimination and influencing law enforcement authorities’ attitudes to ensure the proper implementation of existing laws.   • Ensuring girls and women are aware of their rights and have the capacity to demand that duty bearers fulfill their obligations towards them.

  15. Increasing Corporate Engagement Freedom From Violence A coherent set of initiatives that enable CARE and our allies to contribute significantly to the transformation articulated in the theory of change. • Retrofitting the two initiatives based on February and March Program Meetings
