Need to Communicate • From m/s Estonia tragedy 1994 to recent floods 2005 in Pärnu we have experienced critical need for interagency radio communication • Present radio systems differ even inside one Authority (EDACS; 2 meters etc) • Integration of existing oldradio systems is difficult and expensive • Establishing of the Intereagency Radio Network is one of Schengen recommendation 18.10.2007 5

Co-operation with Finland • 1994 co-operation agreement betweenEstonian and Finnish • Border Guards on maritime rescue operations • Co-ordination of maritime rescue operations • Finding and co-ordination of liquidation of ecological • disasters like Baltic sea pollution etc. • Obstruct cross-border criminal activities • 2002 Finnish government decision to implementVIRVE network • extensionon northern coast of Estonia • Finnish Frontier Guard delivered TETRA terminals to Estonian • Border Guard for co-operation 18.10.2007 6
