Purpose Statement • Provide qualitative Training & Job opportunities to the students and members. • Effective utilization of the Exemption requirements from undergoing training. • To provide competent CS Professionals to the corporates. • Registration of Companies/Company Secretaries in practice for imparting training. • Develop innovative, trained, self motivated workforce through the training and education intervention.

  5. 2.1. Regulators/Corporate /PCS Registration of PCS and Companies for imparting training. Publication of details of empanelled companies & PCS imparting training in Chartered Secretary and Students Company Secretary bulletin. Updation on website regarding details of companies/ PCS registered for imparting training. Forwarding resumes and other necessary details of the students for training and members for the placements against the request received from PCS/ Companies/Regulators. Arranging fifteen days Practical Training in specialized agencies i.e. ROC,MCA,LLP,SE,RD. Cont…

  6. 2.2. Students • Providing necessary support to students in their placement for training. • Guidance to students for the preparation of Project reports and Daily Diary during training. • Monitoring Quarterly reports submitted by the students. • Updating the records of training completion/NOC/Change of training. • Exemption from undergoing training. • Processing the Application for admission as an Associate Member of the Institute.

Regional Councils/ Chapters • Guidance and support given to RCs/ Chapters related to student training and Placement of members • Publication of Schedule of conducting training by the respective Regional Council/ Chapters in the student company secretary bulletin. • Monitoring student training programmes arranged by the Regional Councils/Chapters as per the guidelines. • Maintaining records of the student training programmes conducted by Regional Councils/Chapters.

Members • Conducting orientation programme for members to provide them necessary support and guidance to face the interviews. • Explore the placements opportunities • Provide support by conducting the Campus Placement or off the campus assistance. • Maintaining the database of members looking for job.

  9. 2.5. Employees • Organizing trainings programmes as per training needs identification for the enhancement of skills, knowledge and competencies of the employees.

Training structure The following Training/ Programmes are applicable w.e.f 1 September 2009 • Student Induction Programme (SIP) • Executive Development Programme (EDP) • 15 Months Training • Professional Development Programme (PDP) • Management Skills Orientation Programme (MSOP) • 15 days specialised training

  12. 3.1. Detail of Training structure

  13. 3.2. Fifteen Months Training * Minimum Number 5 Partners are required for Law Firms & Consultancy Firms ** IICA is registered for imparting 15 Months training

  14. 3.3 Fifteen Days Training Following entities are eligible for imparting 15 days training: • Registrar Of Companies • Stock Exchange • Financial Institution • Banking Institution • Management Consultants • Commodity Exchange • Official Liquidator • Registrar of Limited Liability Partnership (LLP) • Ministry of Corporate Affairs • Regional Director

Amendments/Approvals w.r.t Training During 2011 Special Scheme for SIP: Regional Councils/Chapters were permitted to conduct SIP with bigger batch size and C Grade Chapters were also authorized to conduct SIP .The scheme is effective till 31st March 2012. • The maximum students at a particular programme will be permitted as under:- i)                    Regional Councils-  150 ii)                  A- Grade Chapters- 100 iii)                B & C Grade Chapters- 75 • All C grade chapters have been permitted to conduct Student Induction Programme • There is no increase in fees and the Regional Councils/Chapters will charge fee as per guidelines ( Rs.1000/- per students) • If the students request for Tea snacks, lunch etc., the same can be arranged by the student committee formed for the purpose and the charges will be collected from the students on cost to cost basis. • Regional Councils/Chapters may also conduct the programme with larger batch with the prior approval from HQ

  16. 4.Amendments/Approvals w.r.t Training During 2011 Exemption from SIP Students having experience of one year or more or Possessing professional qualification as Approved by the Council from time to time are exempted form undergoing SIP: • Experience Candidates having one year of working experience as assistant or any other post equivalent thereto by whatever name called or any other higher grade thereto in the field of Finance, Secretarial, Human Resource, Marketing, General Administration, Teaching, Research etc. in any body corporate, government body, statutory or autonomous body, public undertaking, financial institution, banks, consultancy firms, Law firms or any other organization/institution which in the opinion of the Council provides scope for adequate exposure for exemption from Students Induction Programme (SIP), or • Qualification Candidates possessing professional qualification e.g CA, CWA, LL.B, BE/B.Tech/B.Arch, MBBS, Post Graduate Degree/Diploma in Businesses Administration/ Management, MCA or any other qualification as approved by the Council from time to time.

Amendments/Approvals w.r.t Training During 2011 Six months training with Ministry of Corporate Affairs (MCA)/Regional Directors (RD)/Registrar of Companies (ROC)/Official Liquidator (OL) • The Council approved the training of students for the period of 6 months (part of 15 Months training) with MCA/RD/ROC/OL. Stipend for Executive pass is Rs. 7000/-p.m and Professional Pass Student is Rs. 10000/-p.m Six months training with Law firm, Consultancy firms, Financial Institutions • The Council approved the training of students for the period of 6 months (part of 15 Months training) with Financial Institutions/Management Consultants /Law firms having fixed asset of Rs 10 Lac and 10 years of standing. Apart from this minimum number of five partners are also required in case of registration of Law/ Consultancy firms for imparting training SIP, EDP & MSOP during week ends • The Council gave approval to conduct SIP,EDP & MSOP during weekends to all RCs and Chapters subject to other existing guidelines in this regard.

Amendments/Approvals w.r.t training New Format of Quarterly report • A common format for all the entities imparting training w.e.f. 1st December 2011 has been introduced Students undergoing training required to submit the quarterly report  in  the prescribed format Commencement of eMSOP • The candidates who have passed their final examination before September 01, 2006 are eligible to undergo the programme. The 1st  e-MSOP commenced  with effect from 1st January 2012 . Increase in the number of trainees to be engaged by PCS • The number of trainees to be sponsored by the Company Secretary in Practice (PCS) including a partner in a firm of Company Secretaries, will be equal to the number of years of continuous practice of the concerned member subject to a maximum of twenty trainees.

Challenges Arrange to provide :- 5.1 Adequate number of quality training programmes- There is waiting list for undergoing training in all the Regions for SIP ,EDP & MSOP. 5.2 15 months training to the students passing out Executive/Professional programme – There is a big gap between No. of companies/PCS providing training and students searching for training 5.3 15 days specialized training to professional pass out students- Presently specialized training of 15 days is provided only by MCA,ROC Stock Exchanges & OL .They take trainees in small batches. There is waiting list for undergoing training. 5.4 Prompt response to the request/queries of the student- Reducing response time in handling queries/request of students. 5.5Updation of database of Companies registered for imparting training – Companies do not inform about change of contact details particularly companies which have not taken trainees since long.

  20. 5.1 Challenge- Adequate number of quality training programmes • Students have to wait for undergoing training in all the Regions for SIP & EDP • Time line i.e completion within six months from registration for Executive Programme is not being followed for SIP • Students are not able to complete EDP before commencement of their training • Due to delay in getting opportunity to complete MSOP membership is delayed

  21. 5.2. Challenge- Fifteen months training to the students passing out Executive/Professional programme Immediate need to focus on the companies which are on the verge of becoming dormant Need to persuade PCS who are not registered for imparting training

Challenge - Fifteen days specialized training to Professional pass out students • The scope is limited with ROC/OL/Stock Exchanges which take students in smaller batches • Long waiting list in Mumbai and Delhi NCR for the training • MCA/RD/ROC/OL prefer the students for 6 months training over 15 days training

Challenge - Prompt response to the request/queries of the student • Number of queries related to training has significantly increased. • Students are not having complete information regarding training programmes/ procedures/guidelines • Students approaching HQ even for general information which can be provided at RCs/Chapter level

  24. 5.5 Challenge -Updation of database of Companies registered for imparting training • Details of all the companies registered for imparting training are available on the website www.icsi.edu . • Companies do not inform about change of contact details. Communication channel breaks down when companies stop taking trainees due to which in some cases contact details are not updated. • Students take the contact details from the website and approach the companies for training and complains about non availability of vacancy and wrong contact details .

Action plan for Improvement • Aggressive approach is required for persuading the students to enroll who are eligible to under go SIP/EDP/MSOP. • There is an urgent need to conduct SIP – per month 3 prog. by RCs & Chapters upto A Grade and 2 prog. by Chapters upto C Grade.EDP per month 3 prog. by RCs and 2 prog. by Chapters upto B Grade. MSOP bimonthly by all RCs/Chapters upto A Grade • Calendar for programmes at the beginning of the year on the basis of past experience/number of students registration/passing out Executive Programme be prepared by the RCs/Chapters. • Efforts be made by RCs/Chapters to conduct parallel/multiple batches of training programmes simultaneously. • Pool of visiting faculty be created by Regional Councils to provide support to Chapters where faculties are not available • RCs/Chapters should ensure that the Objective and outcome of the SIP,EDP, PDP & MSOP should be known to the trainers and trainees before commencement of the programmes. • Guidelines prescribed for the training programmes be followed in letter and spirit

Action plan for Improvement • Efforts be made by Regional Councils & Chapters for activation of dormant companies & identifying the new companies and PCS for imparting training • Efforts are being made to update the contact details of the companies and ‘ Disclaimer’ indicating status of registered companies/PCS is to be hosted with the contact details on the website. • Change of mindset of students to join not only companies but also PCS for under going Training. Orientation be given to the students during EDP regarding exposure to the students while undergoing training with PCS • To organise campus interviews for students for 15 months training and also support off the campus by sending CVs to the companies on receipt of requirements. • Information regarding Training and Exemption be provided by Regional Councils/Chapters to the students in simple and extract form. • Awareness be created amongst students to go through the available information & FAQs under the Training section on the website • Target to be set by RCs/Chapters for conducting training programmes and registration of companies/PCS for imparting training • Provide monthly MIS to HQ by 10th of every month

  28. 7. Initiatives Taken During 2011 • Conducted Campus Placement events at Delhi, Navi Mumbai, Chennai, Kolkata, Gurgaon and NOIDA. • Consolidation of database of companies .viz. NSE 500 , Central PSUs, Member companies of CII Eastern Region • In process of identifying for collaboration with Industry Associations/Chamber of Commerce across the country for job/15 months training opportunities with their member companies. • Persuading NCR based companies having paid up share capital of Rs 5 Crores or more who have not appointed Company Secretary to appoint Company Secretary on whole time basis.

Challenges • To identify the companies where CS is immediately required • To conduct Campus Placements at regular intervals at RCs/Grade A Chapters • Coordination with companies and conducting Campus Placement from HQ outside Delhi NCR • For most of the companies participation in the campus placement only for 1 position is not very cost effective • Preference of fresher members to join listed companies/reputed companies • Fresher members are generally not open to accept the profile other than secretarial

Action plan for Improvement Regional Councils /Chapters are requested to • Identify prospective companies in their region where members may be appointed on whole time basis • Approach the ROC in  the regions for obtaining the list of companies having paid up share –capital over Rs 5 corers and who has not engaged a Company Secretary • To forward us the requirements/ vacancies   received at your end to be uploaded  the same under the Placement Vacancies link. • Make efforts to enhance the awareness of the Placement Vacancies link as centralized place for availability of vacancies • Encourage the members to create their profile under the link ‘Placement’ available in Members section of the website www.icsi.edu • Provide a tentative calendar for holding Campus Placement for members for job and 15 months training for students • Provide the Quarterly MIS on the Placement activities within 10 days of end of quarter . • Establishment of Placement Cell at Each Regional Councils • RCs/Chapters should identify and designate an official to look after placement services at concerned Regional Councils/Chapters

Action plan for Improvement HQ will provide the training to the designated person to look after placement services at concern RCs/Chapters in following areas : • Standard process to develop and maintain list of target companies  through calls, written correspondence for both placements and training for creation of consolidated database of the companies • Tool and techniques to follow up regularly with target recruiters to identify appropriate vacancies • Procedure to follow up, networking, tracking, feedback and updation of relevant databases • Uploading the vacancy under ‘Placement Vacancy’ link. • Effective utilization of Placement module • Shortlisting /screening of candidates as per requisition received from companies/PCS for Off-Campus Interviews • To organize campus placements at the Regional Councils/Chapters • Managing reports relating to the activities and generation of MIS
