  1. Upcountry vs. Lowcountry • Settlers started moving inland to establish farms • The Upcountry would now have more representation in the General Assembly, which angered the Lowcountry • People from the lowcountry tried to rob those in the upcountry

  2. The Regulator Movement • There was no law enforcement agency in the Upcountry • Settlers began acting as vigilantes and taking law enforcement matters into their own hands • This became known as the Regulator movement

  3. 7 Circuit Courts • Regulator movement grew out of control • Innocent people were harmed • SC government came to the aid of the Upcountry and set up 7 courthouses • Provided justice, law, and order
