  2. IntroductionDisability is no longer identified as a segregated issue but an integral part of mainstream development.According to a survey conducted by NFOWD and Handicap International with the support of DFID indicates this figure for Bangladesh to be 5.66%.

  3. Bangladesh is an example of good practice where Government and NGOs are working hand in hand.

  4. Disability issues call for concentrated and collaborative efforts from all concerned sectors. Among these the roles of a Government and a country’s Non Government Organizations (NGOs) are of immense necessity and significance. Government and Non-Government Organizations (NGOs) have their respective strengths and weaknesses along with scopes and limitations.

  5. Context of GO-NGO cooperationAbove 400 NGOs and 20 government offices/departments of the country are involved in one or more areas of disability concernMinistry of Social Welfare is the lead ministry while the Department of Social Services acts as the coordinating agency

  6. The National Forum of Organization Working with the Disabled (NFOWD) (the coordinating body at NGO level) is concerned with the rights and privileges of the Persons with disabilities as well as protects and safeguards against any infringements of the existing rights and privileges.NFOWD in most cases/occasions used to come forward to fill the gaps through integration of GO-NGO intervention at all possible level.

Conduct Issue based survey, provide and exchange/share information, documents, publications and materialsProvide technical, management and secretarial services to the member organizations and concerned GOB agenciesNFOWD works through forming initiative groups with in the forum to facilitate and coordinate issue based interventions at different levels.

Future ChallengesIn the beginning of this new millennium, the GOB, NGO and the development partners recognize that despite some progress in the field of disability, the nation will continue to confront with new realities and a number of big challenges in fulfilling the needs of persons with disabilities. These tasks and challenges ahead, as identified by the Government and NGOs working in the area of disability needs more coordinated effort with all concern actors.
