2. National VET Regulation Raising productivity is a key focus of COAGs agenda and education and training is key to the productivity of individual workers.
Concerns at COAG level that a lack of national consistency in VET regulation was hindering national productivity as it raised doubts about training quality.
The international student crisis crystallised concerns about VET regulation and undermined confidence in the system.
It is likely that these will be considered by the Ministerial Council in June
5. Regulator Responsibility The National VET Regulator will have responsibility for all RTOs operating in all states except Victoria and Western Australia.
RTOs that operate solely in Victoria and Western Australia and (and do not have ESOS registration) will continue to have their activities regulated by those states.
Any RTO that wishes to work with international students will need to be registered with the National Regulator.
Details around how multi-jurisdictional providers and those servicing international students will be regulated in Victoria and Western Australia are yet to be finalised.
8. Budget
The Australian Government has committed $55 million over four years to the National VET Regulator and the Standards Council as part of the 2010-11 Budget.
This funding will be in addition to fees received by the National VET Regulator for regulatory activities. While the fee structure will be developed and finalised as part of the implementation of the National VET Regulator, COAG agreed that the fee structure for the National VET Regulator will be agreed by the Ministerial Council for Tertiary Education and Employment (MCTEE).
