  2. Evaluation of Fire Departments • Insurance Services Office (ISO) was organized in 1971 in New Jersey. • Needed Way to Evaluate Risks and establish Insurance Rates • ISO Became a for Profit in 1997 • Washington State • Used WSRB since 1911 • WSRB is a Non-Profit Org. • Six States don’t use ISO

  3. WSRB Organization • Evaluates all Communities • Evaluates the Fire Protection System • Provides a Grade for the Community • Community Grade is Scale 1-10 • 700 Communities @ grade 7 or better. • WSRB also Rates Properties

  4. WSRB Grade Evaluation • Specific Evaluation • 40% - Fire Department • 35% - Water Supply • 9% - 911 Com System • 16% - Fire Safety Control • Utilize Deficiency Points • Total 1950 Points

  5. Fire Department Evaluation • Fire Station Distance to Risk • 1-1/2, 2-1/2 miles from Station • Fire Equipment • Hose, pump, aerial and ground ladders. • Automatic Aid Agreements

  6. Fire Department Evaluation • Training Records • Personnel Attendance • Response Distance • Initial Attack • Personnel • Firefighters per Apparatus • 3 Volunteers per each FF Position • Sufficient Officers

  7. Water System • Hydrant Spacing • Water Flow Capability • System Maintenance • Pump Systems and Backup Power • Reservoir Capability • System Reliability

  8. Emergency Communications • System Automation • Staffing of Dispatch System • Compliance with NFPA 1061 & 1221. • System Performance • Dispatch Processing Time • Utilization of Response Plans • Up to Date Dispatch Equipment.

  9. Fire Safety Control • Fire Inspections • Plan Review Activity • Fire Prevention Programs • Open House • School Programs • Adult Education • Training/Certification of Personnel
