  2. National Vector Borne Disease Control Programnme Technical and Financial Support is provided by NVBDCP/NHM to States/UTs for prevention & control of 6 Vector Borne Diseases (VBDs):

General Strategy for Prevention & Control • Early diagnosis and complete treatment (No specific drugs against Dengue, Chikungunya and J.E.) • Integrated vector Management (IRS, LLIN, larvivorous fish, chemical and bio-larvicide, source reduction) • Supportive intervention – (Vaccination only against J.E.) • Annual MDA using DEC and Albendazole for elimination of Lymphatic Filariasis • Behaviour Change Communication

Key Observations by CRM Team • a) Action Plans (State / District/Blocks) • Malaria, Kala Azar, LF, JE, b) Dengue, Chikungunya • Calendar of activities as per National Guidelines • Contingency Plan for epidemic preparedness. • Disease Situation – Whether endemic, Whether notifiable • Diagnosis – Protocols; kits availability • Treatment – Prompt; drugs & supplies; PlCU functionality • Vector Control – Integrated strategy (IRS, LLIN, larvivorous fish, chemical and bio-larvicide, source reduction) • IEC / BCC – Adequate or not, Visibility in the field and health facilities. • Human Resource – Whether adequate, Whether rationally deployed

Logistics – Material and supplies - rational distribution • Funds Flow and Utilization • Active Surveillance – By MPHW, ASHAs • Activities for inter sectoral convergence for involvement of community, Schools, NGOs, etc. 13 Monitoring & Supervision – At all levels of health hierarchy 14 Reporting and Feedback – Flow and timeline of information submissions

CHECKLIST-1 FOR COMMUNITY MALARIA • Community awareness about malaria and protection methods( e.g. IRS, use of LLINs, screening of windows and doors , maintaining mosquito free conditions in and around the village ) • Awareness about the availability of diagnostics and drugs with ASHA? If yes, utilization of services • Whether provided with LLINs? If yes, are the same adequate for the family (To be physically verified)? Ask all members in the family whether they slept under the LLIN last night. If not, reasons thereof.

CHECKLIST-1 FOR COMMUNITY Contd… • General condition of the village – health and hygiene, involvement of Gram panchayat in developmental activities to maintain mosquito free conditions? • Functionality of VHSNC- Is malaria / vector breeding one of the agendas discussed. • Availability of M-1 form , RDTs and anti-malarial drugs with ASHA ( No of tests , doses and treatment chart) • No of RDTs performed by ASHA in the current year-month-wise, results and treatment status. • What are the measures (IRS, IEC activities) taken for prevention of mosquito breeding points in the area?

CHECKLIST-1 FOR COMMUNITY LYMPHATIC FILARIASIS • Are community members aware about Lymphatic Filariasis? • Are there any cases of Lymphoedema in the community? • Are there any cases of Hydrocele in the community? • Is Frontline Drug Administrator visiting the community for Mass Drug Administration (MDA) on annual basis? • Have community consumed the drugs during last MDA. If yes, then what is the coverage and compliance? If no, what are the reasons? • What is the community perception and interpretation of LF and MDA?

  11. CHECKLIST-1 FOR COMMUNITY DENGUE & CHIKUNGUNYA • Has any ASHA/Health Worker demonstrated any action relating to source reduction. e.g. draining water of cooler etc. • Have you heard of any advertisement in any media relating to dengue / chikungunya

CHECKLIST-2 FOR SUB-CENTRE/HEALTH & WELLNESS CENTRES MALARIA • Availability of MPW (M) and Action plan for active case search • No. of RDTs performed/ BS collected during last 3 years including current year. • Maintenance of records (M1, M4). • Availability of anti-malaria drugs & RDTs –consumption of RDTs & anti- malarial drugs from January till date (month wise). • Availability of Treatment Charts. • IEC/BCC material for malaria. • No. of M. falciparum cases out of total cases/ Mapping of areas for endemic cases of falciparum • Number of deaths due to Malaria • Is Micro plan for Vector Control available with you?

Availability of LT (Training status on Malaria), Functional microscope, other logistics • No. of Blood samples examined by RDT or Blood slides • Availability of Treatment Chart • Line listing of Positive cases

CHECKLIST 3 FOR PHC/UPHC KALA AZAR • Medical officer and Lab Technician trained for Kala-azar? • Is diagnostic facility (RDT) available for KA • Is Kala-azar Technical supervisor posted at PHC (6 KTS per district) • Proportion of KA & PKDL cases receiving incentives (For PKDL- Rs 4000/- post treatment , for KA Rs500/- post treatment. In Jharkhand & Bihar Rs 6600/- per KA case from state fund)

CHECKLIST-5 -SDH/DISTRICT HOSPITALS DENGUE & CHIKUNGUNYA • Is Action plan with calendar of activities as per GoI guidelines at district level in place • Functioning of the identified Sentinel Surveillance Hospital (SSH), availability of ELISA based test kits for Dengue & Chikungunya and timely submission of utilization report • Availability of National guidelines for Clinical Management for Dengue fever, 2014 • Availability of logistics (insecticide) for programme implementation • Monitoring of epidemiological and entomological situation

  30. CHECKLIST-6 CHECKLIST FOR STATE/DISTRICT MALARIA • Malaria Elimination Committee and Malaria Elimination Taskforce constituted? If yes, minutes to be shared • Annual Blood examination Rate (ABER) Annual Parasite Incidence (API) of the state and districts. Trends for last 5 years (increase/decrease), reasons thereof • Number of deaths due to malaria in last 3 years (year wise), reasons thereof • Availability of micro plan for vector control activities based on API (IRS, LLINs, Anti larval methods)

MALARIA CONT. • Monitoring visits by SPO, State consultants and other NVBDCP officials, as verified from reports and from the feedback to the visiting districts. • Fund utilization in last 3 years. Adequacy of fund for effective implementation of program. • Availability of training plans of health personnel across different cadres • Availability of state level testing lab for malaria microscopy

CHECKLIST-6 CHECKLIST FOR STATE/DISTRICT DENGUE & CHIKUNGUNYA • Is Action plan with calendar of activities as per GoI guidelines at state level in place • Functioning of the identified Sentinel Surveillance Hospital (SSH), availability of ELISA based test kits of Dengue & Chikungunya • Training of doctors on case management involving the master trainers (trained by NVBDCP) on national Guidelines for Clinical management of Dengue fever • Contingency plan for epidemic preparedness • Monitoring of weekly epidemiological and entomological situation
