  7. Food Safety – Feed Safety • There is no FOOD safety without FEED safety

  8. Start Feed Safety Assurance (Awareness) in the EU? Majority ofrecent FOOD incident originated from FEED • Animal diseases / undesirable substances • 1995 hormones (growth enhancers) • 1996 BSE (mad cow disease) • 1997 plaque (pigs / swill / pollution) • 1999 Dioxin (fats / chickens & pigs) • 2002 MPA (abuse of medicines) • 2010 Dioxin in Germany (oils & fats) • 2011 Arsenic in palm kernel expeller (Asia) • 2012 DON and ZEA in Dutch wheat • 2013 Aflatoxin B1 in Maize (Hungary / Serbia / Ukraine) • 2013 Dioxin in premix with Alpha-Tocopherol (China)

  9. Feed and Food Safety • It is our responsibility for what we buying, producing or selling (or users) is safe and of good quality. • Previously especially the primary concern of quality was the nutrient content. • Nowadays the companies have to ensure a complex feed safety system. • For example: before climate change in case of maize (in Central Europe) aflatoxin was not a problem.Nowdays almost in every year aflatoxin causing smaller or larger problem. The aflatoxin is alsodetected in milk. Acording studies it may lead to liver damage of consumers.

  10. Environment - FOOD and FEED safety • Globalization • New technology • Undesirable substances • Climate change • Legal frame work • Measuring capability • Profit pressure Fast changes in FEED technologies, recipes and ingredients New Risks

  11. Environment - PLAYERS Primary producers Feed producers Animal farms Food producers Consumer Additional players • Logistic (Storage, Transport) • Traders (Grain, Ingredients, DDGS, Feed) • Industrial producers • materials not specifically produced for feed • by products (DDGS) • SuperIntendent - Laboratories • Authorities

  12. Feed Safety

  13. Feed Safety - at each point of the food chain HAZARD ANALYSIS CRITICAL CONTROL POINT HACCP 7 principles: • Conduct a Hazard Analysis • Determine the Critical Control Points (CCPs) • Establish critical limits • Establish a system to monitor control of CCP • Establish corrective action procedures • Establish verification procedures • Establish documentation and record procedures

  14. Feed Safety - Key words Supplier review • The whole process of selection, assessment approval and periodic evaluation of the supplier and any supply chain(s) by the participant (= the customer) Critical Control Point (CCP) • A point, step or procedure for which it is of vital importance that specific control measures are applied to prevent or eliminate hazards or to reduce them or control them at an acceptable level. Monitoring – HACCP Plan • The planned measurement or observation of product parameters in order to establish whether the specific and general control points are controlled. Undesirable substances • All substances and products with the exception of pathogens, which are present in or on the product which is intended for feeding to animals and which is a potential hazard for the health of humans, animals and/or the environment or which could adversely affect animal production

  15. Feed Safety GMP+ Feed Safety Assurance is a complete module for the assurance of feed safety in all links of the feed chain. Based on needs in practice, multiple components have been integrated into the GMP+FSA module, such as requirements for quality standards (ISO 9001), HACCP, product standards, traceability, monitoring, prerequisites programmes and the Early Warning System. GMP+ International has tailor-made standards for a number of specific target groups (production, trading, trasnport, etc). • GMP+B2 Production of Feed Ingredients • GMP+B3 Trade, Collection, Storage&Transhipment • GMP+B4 Transport Strenghts: • Complies with the relevant EU Feed Hygiene Regulations. • A number of (European) chain quality schemes accept the GMP+ certificate. • About 11.000 companies participate worldwide.

  16. Feed Safety GMP+ BA4 Minimum Requirements for Sampling and Analysis- Monitoring The monitoring plan includes: • The procedures for and frequency of the sampling • The frequency of the analysis, checks and inspections • Compliance with the specifications • All planned inspections, checks and analyses • The instructions for the carrying out the inspections and checks • The personnel who are responsible for monitoring, assessing the results and who are responsible for releasing the feed.

  17. Feed Safety - Undesirable substances Heavy metals: • Arsenic, mercury, lead: Commission Regulation (EU) No 2015/186 amending Annex I to Directive 2002/32/EC • Cadmium: Commission Regulation (EU) No 1275/2013 amending Annex I to Directive 2002/32/EC Mycotoxins: • Aflatoxin B1: Commission Regulation (EU) No 574/2011 amending Annex I to Directive 2002/32/EC • Ochratoxin A, zearalenon, fumonisin: Commission recommendation 2006/576/EC Pesticides: Commission Regulation (EU) No 574/2011 amending Annex I to Directive 2002/32, EU pesticides database Dioxin and like PCBs: Commission Regulation (EU) No 277/2012 and 744/2012 amending Annex I and II to Directive2002/32/EC Enterobacteriaceae, Salmonella: Commission Regulation (EU) 142/2011

  18. Feed Safety GMP+ BA4 Minimum Requirements for Sampling and Analysis Protocol Monitoring Aflatoxin B1 for maize harvest 2015 and 2016 (chapter 2.4) • Classification of countries of cultivation for harvest: Hungary – MEDIUM • Size of batches: Regulation (EC) no. 767/2009 • Sampling method: Regulation (EC) No. 152/2009, including the amendments regulated by Regulation (EU) No. 691/2013 • Sampler taker: an independent superintendent organization accredited according to ISO 17020, or ISO 9001 in combination with GAFTA approval • Frequency of analysis: each final batch

  19. Feed Safety GMP+ BA10 Minimum Requirements for Purchasing(gatekeeper protocols) Unprocessed agricultural products from the grower (annex 4) • Risk assessment from sowing up to delivery to the buyer (incl. Harvesting, processing, storage, transport, etc) + control program + control of outsourced activities (such as harvesting and transport by an agricultural contractor) • Quality agreement with the grower (incl. obligations) • Supplier audit by/on behalf of the buyer based on risks Grains, seeds and legumes (annex 5) • Only possible outside original countries of origin (for A-countries) • Risk assessment from sowing up to delivery to the buyer (incl. Harvesting, processing, storage, transport, etc) + monitoring program • Sampling and analysis based on transport means (ship, trucks, train, ...) • Analysis parameters according to annex 5, chapter 4.3

  20. Feed Safety – What all player should do? • By good quality of materials and other ingredients • Select reliable suppliers • who also use safe and good quality incoming materials • who understand his positon in the food chain • who understand and manage safety in his process • who has suitable controlmeasuresand monitoring in place • who can assure product tracking • Use traders understanding safety • Require professional sampling and laboratory services • Perform supplier audit • Additional assurance by independent certification
