  1. Portland Police Bureau Officer Involved Shooting May 12, 2010 NE Wasco St. NE Grand Ave. NE Grand Ave. northbound at NE Hoyt St.: Officers notice Mr. Otis’ vehicle crossing lanes of traffic without signaling.

  2. Portland Police Bureau Time ~ Approx. 18:20:00 hrs. NE 6th Ave. NE Wasco St. NE Grand and NE Wasco St.: Mr. Otis crosses several lanes on NE Grand without signaling and makes a right onto Wasco. Officers use lights and siren. Mr. Otis continues driving and does not attempt to stop. Officers use lights, siren and airhorn.

  3. Portland Police Bureau Time ~ 18:21:00 hrs. NE 6th Ave. NE Clackamas St. NE Wasco St. and NE 6th Ave.: Mr. Otis pulls over on NE 6th just before NE Clackamas St.

  4. Portland Police Bureau Time ~ 18:21:46 NE 6th Ave. NB: After briefly stopping, Mr. Otis pulls back into traffic and eventually stops before NE Halsey St. Mr. Otis is noncompliant, and Ofc. Foote requests additional cover cars.

  5. Portland Police Bureau Time ~ 18:22:54 NE 6th Ave. and NE Halsey: At Ofc. Foote’s request, additional cars position themselves in front of Mr. Otis’ vehicle so he doesn’t pull away again.
