  3. Objectives • Tribal Programs will be able to identify state resources for tobacco prevention programs. • Tribal programs will be able to discuss the requirements of the tobacco prevention and control grant funds.

  4. Tobacco abuse is a significant public health problem in North Dakota and is the leading cause of preventable death.

  5. Tobacco use by Native Americans is twice as high as the general population.

  6. Tribal Tobacco Prevention and Control Programs • Turtle Mountain Band of Chippewa • Three Affiliated Tribes • Spirit Lake Sioux Nation • Standing Rock Sioux • Trenton Indian Service Area

  7. Funding • CDC Tobacco Prevention Grants • Community Health Grant Program • Other grant sources

  8. CDC Grants Program • Available to all tribes • Funding is competitive • Funding range is $15,000 - $20,000 • Matching funds are required • Tribes receive about 8 percent of grant funds • Funding focus is infrastructure

  9. Community Health Grant Funds • Funded by the Tobacco Master Settlement Agreement • Has three components • School • Community • State Aid • Funds are appropriated to local public health units on a per capita and per pupil basis • Tribes must apply to local public health units for funds

  10. Grant Goals • Prevent initiation among youth • Promote quitting among youth and adults • Reduce nonsmokers’ exposure to secondhand smoke • Identify and eliminate tobacco related disparities among specific population groups

  12. Resources • Funding • Technical assistance and training • Outreach coordinators • Sites meetings • ITAC • NATI

  13. Cessation Services • Local and tribal programs • Statewide tobacco quitline

  14. ND Tobacco Quitline Services • Up to five free counseling sessions • Up to 4 weeks of free NRT for those that meet income eligibility guidelines • Relapse prevention

  15. ND Tobacco Quitline • Special protocols for: • Pregnant women • Native Americans • Medicaid • Spit tobacco users
