  1. Lead Agency Responsibilities for ESG THP and HPP • Ensure each Subrecipient meet WISP compliance standards. • Issue agreements or contracts with each subrecipient laying out expectations regarding matters such as use of grant funds, payment request, and eligible activities. • Review invoices to ensure proper payment requests. • Commit to timely payment disbursements. • Collect monthly and other special reports as required by the Division of Housing. Ensure their accuracy and submit them by due dates as enumerated in the grant agreement. • Work with the Division of Housing to resolve disallowed invoices or payments and ensures funds are spent in an appropriate manner within budgeted amounts. • At least once during the contract period, perform a desk or site monitoring visit to ensure the sub-recipient meets contractual obligations and minimum fiscal standards such as maintenance of required insurance, proper financial standards, and adequate privacy and security controls. • Before and during a scheduled Division of Housing monitoring visit, facilitate the collection of requested information from sub-recipients for review. Also, help with planning activities associated with the visit. • Cooperate with Division of Housing regarding any other state or federal monitoring that is conducted. • Within the continuum of care, either participates in the use of or planning of a centralized intake of client applications and comprehensive service delivery. • Ensure that information is promptly passed along to subrecipients such as new rules and income and rent limits. • Facilitate communications/gatherings for subrecipients, and participate fully in the local and state continuums of care. It is important to note that lead recipient status does not imply that the lead agency also functions as the lead organization in the local continuum of care. • Ensure there is a participatory and egalitarian structure wherein all community partners have a stake in the decision making process. • If contractual issues arise with a subrecipient’s performance, halt payments and notify Division of Housing immediately. Unless the lead agency’s actions are also out of compliance or substantially contributed to the subrecipient’s finding(s), Division of Housing enforcement action shall be limited to the sub-recipient.
