Responsibilities • The protection of classified information is the responsibility of each individual who possesses or has knowledge of such information regardless of how it was obtained. • The collection, recording, or removal of any classified material for personal use is prohibited. • You must NEVER reveal or discuss classified information with anyone other than those that are properly cleared and have a need-to-know. • NTK is determined by the Program Manager • Unauthorized disclosure of classified information can adversely affect our national security!

Access To The Closed Area Types of Access: Type 1 – X-09 (or site specific) combo, badge/PIN access, alarm code Type 2 – Badge/PIN access only • Access limited to those with daily need to work in space Type 3 – No knowledge of combinations – knock to enter, unescorted within space Type 4 – Visitor • Clearance must be verified by FSO and the Room visitor log must reflect the visit. • In the event of an uncleared visitor, the room must be sanitized prior to entry. Visitor will be escorted for entire visit by a cleared person of Type 1 or 2 access. Visitor must be recorded in log.

  5. Access To The Closed Area The Area Custodian will determine the type of access Room will be opened for the day by someone with Type 1 access. Once the X-09 is unlocked and alarm has been turned off, Type 2 personnel can enter/exit as needed with badge/PIN. During business hours the alarm does not need to be activated, however the X-09 must be locked each time the room is empty

Access To The Closed Area When opening the Closed Area: • Conceal the lock in a manner that prevents other individuals from observing the combination. • If the Closed Area is alarmed, immediately go to the alarm system keypad, which should be emitting an audible signal. Enter your PIN. The system should now be disarmed. When securing a Closed Area: • Ensure that all classified material and containers are secured and complete appropriate checklists. • Turn on the alarm system. • Secure the door. Spin the dial on the X-09 at least 4 times counter clockwise and attempt to open

Access To The Closed Area • Each person must individually badge in when entering the room - Beware of unauthorized users entering with you on your badge swipe. • All security clearances for personnel accessing classified material must be verified through Security. This is done via the Room Access List. • Verify access list when personnel knock at door before allowing entry. Individuals not noted on the access list shall be considered visitors. • Log all visitors (anyone not on the access list), if you let them in, you are responsible to make sure they sign the log (if applicable)!

  8. Access To The Closed Area If the door needs to be held open: • Closed area doors may be held open briefly to allow cart access. Doors must be monitored while they are open. • Notify Security or Alarm Control prior to permitting this action • The Closed Area Custodian or Monitor must ensure that employees are on the access list or appropriately escorted. • Personnel entering the room must still swipe their badge and enter their PIN or sign the visit log as appropriate • Once the parts or equipment has been moved into the area, the monitor must ensure that the door has been closed and locked.

Room Sanitization Procedures Before uncleared visitors may enter the secure area, it must be sanitized.  • Prior to the visitor(s) entering, all personnel in the closed area will be notified. • Classified material(s) must be hidden from view. • Classified computer monitors (to include TV monitors) will be turned off or covered.  • No classified information will be discussed in the room. (STE) • The escort will monitor the visitor(s) constantly and be sure if other cleared personnel enter the area that they are made aware of the uncleared visitor(s). • Visit details will be logged in the Visitor Log found upon entry into the room.

  10. EvacuatingThe Secure Area In the event the room needs to be cleared, secure classified material in the safe if you are not in danger! In the event of immediate danger: • Evacuate the area immediately in an orderly fashion if the situation endangers your personal safety! • Leave behind the classified material. • The last person exiting the room should spin the combination lock if the situation allows. • When you reach safety, attempt to find/contact the FSO and ISSM.

  11. Classified Material • When not in use, classified material (documents, IS media, working papers) shall be properly secured in an approved security container. • In areas where Open Storage has been approved by DSS, certain specifically approved classified hardware may be left out in accordance with the procedures set forth by DSS. • Closed Area(s) approved for Open Shelf Storage related to in-process classified hardware are as follows: • Closed Area (name of space, list all with open storage)

Classified Material • All material must be appropriately marked with the appropriate level of classification • Includes all media, hardware, and equipment, including unclassified materials kept in a safe and unclassified media stored outside of a safe • Contact your local ISSM or FSO with any marking questions. What else is classified in a closed area? • Door (X-09 & PIN-pad) Combination(change to suit your specific site) • Safe Combination • Alarm Combination DO NOT RECORD COMBINATIONS, COMMIT THEM TO MEMORY!

  13. Classified Material • Anyone finding improperly controlled classified material will: • Take custody of the material. • Safeguard it in the appropriate manner. • Immediately report it to the FSO and ISSM. • Protect the material until it is designated to be destroyed or custody is given to another designated person / agency. • Do not browse the material beyond what is required ascertain its classification. • You may not have a need-to-know.

  14. Reporting Security Violations • A security violation is any situation which could lead to the loss or compromise of classified information, this includes: • evidence of tampering with, or a malfunctioning container or door used for storage of classified information • both the loss of physical material (paper, disks, CDs, hard drives) and other methods (email, fax, voice, etc.) • Any person who becomes aware of a security violation or a possible compromise of classified materials must immediately report it to the FSO and ISSM. • We’re all human, we all make mistakes. • There’s a big difference between a mistake and negligence.

Briefing Wrap-up • The protection of classified information is the responsibility of each individual who possesses or has knowledge of such information regardless of how it was obtained. • The secure area must be sanitized before uncleared visitors may enter. • In the event of an emergency, secure classified material in the safe if not in danger. In the event of immediate danger, evacuate the area and leave the classified materials behind. • Any person who becomes aware of a security violation or a possible compromise of classified materials shall immediately report it to the FSO and ISSM. • When in doubt, ask the FSO or ISSM!
