JROTC - Govertment & Public Administration Pathway • Primary Proposal: JROTC Completion Certficate • Credential: JROTC Completion Certificate (Currently recognized in the State of Alabama) • Business / Industry Applicability: • Government Services (Local, State, National) • Armed Services offer promotion to E-2 or E-3 (Service Dependent) • Essential Workforce Development Skills Applicable in Every Career Field • Relationship to Curriculum: All areas of eligibility criteria are curriculum based (both current and new) and exist in each of the four service component JROTC curriculums. • Advantages: • 1. Instructors are certified to award this certificate by US Army Cadet Command • 2. A rubric currently exists to track criteria • 3. No exam requirement (Most credentials have an exam requirement) • 3. Senior Army Instructors have an additional data collection requirement. • Cost: $0.00 USACC DAI Workshop – CTE Committee

  4. JROTC & CTE – Potential Pathways • JROTC Credential (Completion Certificate) Requirements • Years of JROTC Participation: Cadets must complete a minimum of three years of JROTC credit. Completion is defined as earning a minimum of one JROTC course credit in an academic year. • Additional Minimum Criteria: • Must have actively participated in at least one required Service Learning/Community Service Project. • Must have earned a Cadet Good Conduct Ribbon. • Must have completed a minimum of 30 hours of Community Service. • Must have an overall GPA of 2.5 (un-weighted) in all subject areas. • Must have a minimum of 75% grade average in JROTC coursework. • Must have successfully completed at least 3 categories of the 5 tested areas in the Physical Fitness Challenge.* • Must have participated as an active member in at least two extra-curricular/co-curricular/leadership development criteria activities in JROTC or any other school sponsored activity (i.e., band, chorus, athletic team, school club, etc.). JROTC & CTE – Potential Pathways • JROTC Credential (Completion Certificate) Requirements • (Continued) • Must have consistently and properly worn the cadet uniform while meeting service specific grooming standards. • Must have served in a leadership position. • Must have no more than two major discipline infractions as defined by the school administration. • May not have any official misconduct involving weapons or drugs. • Senior Instructors may waive no more than two of the listed criteria above. • Cadets must be approved by Senior Instructor to receive the certificate. Using the total person concept, instructors have the discretion not to award the certificate if the cadet does not demonstrate good citizenship characteristics while a student. • * Cadet may not be denied certificate due to a pre-existing medical condition. Potential Enhancements/Stackable Credentials • Proposal # 1 First Aid • Credential: American Red Cross (AED; CPR; Water Safety; • BLS (Includes both AED and CPR); Babysitting • Business / Industry Applicability: All other CTE Pathways • Relationship to Curriculum: JROTC Wellness/First Aid; Foundations for Success • Advantages: • 1. “Built in” to existing JROTC curriculum • 2. Minimal additional equipment, time, and cost • 3. Resume enhancer/real life skill • Disadvantages: • 1. Mostly “built in” to existing JROTC curriculum • 2. Minimal additional equipment and time • 3. Resume enhancer/real life skill • Disadvantages: • 1. Potential Enhancements/Stackable Credentials • Proposal # 3 Leadership • Credential: Texas high school credit (Student Leadership Course; • N1290010) • Business / Industry Applicability: Evidence of leadership knowledge and experience • Relationship to Curriculum: JROTC Leadership • Advantages: • 1. Mostly “built in” to existing JROTC curriculum • 2. Minimal additional equipment, time, and cost • 3. Resume enhancer/real life skill • 4. Potential for additional HS credit (check individual state for details) • Disadvantages: • 1. JROTC teachers may need some additional training • Cost: None USACC DAI Workshop – CTE Committee

Potential Enhancements/Stackable Credentials • Proposal # 4 Global Citizenship Certificate • Credential: Global Citizenship Certificate • (www.worldkentucky.org) • Business / Industry Applicability: Evidence of global awareness • Relationship to Curriculum: JROTC Citizenship and Foundations for success • Advantages: • 1. Possibility of ‘easy’ add to existing curriculum (extension activity) • 2. Resume enhancer/real life skill • 3. Immediate tie to JROTC Citizenship goals • Disadvantages: • 1. JROTC teachers may need some additional training • 2. Some cost associated (see website for details) • 3. Potential Enhancements/Stackable Credentials • Proposal # 5 NOCTI (National Occupancy Competency • Testing Institute) (ASVAB) (Currently used in West Virginia) • Credential: Employability Assessment Test (End of Pathway Assessment); ASVAB Aptitude Indicators (math/reading) • Business / Industry Applicability: Nationally recognized based on area of assessment • Relationship to Curriculum: JROTC Foundations of Success • Advantages: • 1. Mostly “built in” to existing JROTC curriculum • 2. Minimal additional equipment, time (need to cross-walk JROTC curriculum to the assessment) • 3. Resume enhancer – demonstrated knowledge on national/state exam • Disadvantages: • 1. JROTC teachers may need some additional training • Cost: 22$ for the assessment (District CTE covers?) Mostly “built in” to existing JROTC curriculum • 2. Minimal additional equipment, time (need to cross-walk JROTC curriculum to the certification) • 3. Resume enhancer – demonstrated knowledge on national/state exam • Disadvantages: • 1. Possibility of additional learning targets/requirments • Cost: None Note: Although this is Georgia specific, other states may have similar programs USACC DAI Workshop – CTE Committee

Mostly “built in” to existing JROTC curriculum • 2. Minimal additional equipment, time (need to cross-walk JROTC curriculum to the individual seal requirement) • 3. Resume enhancer – demonstrated knowledge and skill based on seal • 4. May improve local school ‘scorecard.’ • Disadvantages: None • Cost: None Note: This is a Georgia program. Potential Enhancements/Stackable Credentials • Proposal # 7 • Credential: CERT – Community Emergency Response Training Certificate • Business / Industry Applicability: Basic knowledge of community based preparedness planning to prepare students for and respond to anticipated disruptions and potential hazards following a disaster or catastrophic/emergency event or situation (Active Shooter Training). Aligns with students interested in law enforcement, military, FEMA, and EMT careers. • Relationship to Curriculum: Embedded in current curriculum and aligned with National Citizen Corps Council (DHS, DOJ) • Advantages: • 1. Already embedded in current curriculum • 2. Relevant and aligns with instructor military education and experience • 3. Includes cadet, parent, and community involvement • Disadvantages: • 1. May require additional training for full certification for employment • 2. Skill that may involve periodic retraining and/or recertification • 3. Certification • 2. Job Opportunities • 3. Currently Recognized by Several States • Disadvantages: • 1. Exam Fee • 2. Availability of Instructors / Need for Certified Instructors • 3. Change with the world (relevance) • 3. World is more Interconnected • 4. Something you can do today • Disadvantages: • 1. Time Management (90 to 180 hours of training) • 2. Challenging – Knowledge takes Time and Dedication • 3. Risk of being left behind • Cost: Instructor $1,500 Per Instructor per course total $3,000 paid by district under Professional Development (PD). $40-$70 per Test/Exam Certification
