VE Ideas: Outfitting Hall • Utility trench: Resolution: Colby Co Eng (CCE) will create a plan view and sketches of the trench to communicate the revised layout requested by BIW. • Locate grounding strips on one side of trenches, need removable covers • Size and depth of trench can be simplified/narrower, no rebar & bending • Locate ventilation under slab with 1’ ventilation line to trench • Provide alternate pricing options if other ideas surface • BIW provide mode of operation of the recirculated exhaust air system & recovery system: Resolution: CCE will create a brief narrative and indicate which drawings show the recirculation system to ensure that Builders understand the scope of supply. • Impose wind limitations similar to Ultra Hall: Resolution: under review at BIW • Look for options for stair threads, grating, and decking materials Resolution: Builders will be requested to bid the systems shown on the drawings. Alternate systems that meet the base requirements will be allowed and should be provided in Amendment 02 proposal. • Reduce the floor capacity @ Slab and at OST Levels: Resolution: Under review at BIW • Reduce 480V disconnects and 800A panels: Resolution: CCE will revise the amperage required at each of the panels. The quantity of the panels will not be affected. • Reduce the wall and roof insulation values (R19) (6” panel to 3” panel): Resolution: BIW has decided not to change the panel thickness or insulation requirements. • Change the elevator capacities from 8000 pounds to 6000 pounds: Resolution: The elevator capacity should be reduced to 6,000 lbs

VE Ideas: Outfitting Hall • Provide sectional overhead doors with remote controls in lieu of high speed doors: Resolution: The overhead doors should be standard sectional doors with standard remote openers. Builders shall use the Overhead Door Specification that is provided with building specification. • Look for options to plywood walls that meet Class A Flame spread (no sheetrock): Resolution: Builders are required to bid plywood walls that are shown on the drawings. Alternate pricing in the form of a deduct will be entertained provided that they meet the requirements of the installation and should be provided in Amendment 02 proposal. • Use light gage girts with sag rods: Resolution: Builders will be requested to bid the wall framing systems shown on the drawings. Alternate systems that meet the base requirements will be allowed and should be provided in Amendment 02 proposal. • Delete translucent panels in fabric doors: Resolution: BIW does not want translucent panels in the fabric doors if there is an additional charge for them. Builders should make their scope of supply clear in the Amendment 02 proposal. • Barge cranes for delivery to BIW (labor and schedule savings): Resolution: BIW will allow use of their pier, and the shipyard cranes and transporter to deliver cranes to the building sites. Certain black out dates will be identified when BIW will need the pier. BIW shall not be responsible for any delays or additional costs caused by considering this process.

  4. VE Ideas: Boiler Building • BIW provide a list of what equipment is to be relocated from existing to new. Design has progressed and some items already in updated drawing package: Resolution: The drawings issued on 2/21/14 will show what equipment is to be relocated and from which Boiler Room (north or south). • Delete the 4 overhead doors & provide removable panels: Resolution: The drawings issued on 2/21/14 will show the removable panels. The Builders will be given the option to provide overhead doors, if there is a deduct and should be detailed in the Amendment 02 proposal. • Remove the mezzanine : Resolution: The drawings issued on 2/21/14 will show the mezzanine removed. • Remove controls from buy package (a list will be provided for use of existing): Resolution: BIW will be supplying the Hawk Controllers for each of the boilers and a Master Controller. Miscellaneous instrumentation that can be re-used will be specified as such. The balance of the controls and instrumentation will be new and will be specified on the drawings issued on 2/21/14 • Remove transformer (feed substation 13) : Resolution: The transformer will be removed from the drawings issued on 2/21/14. • Remove water/chemical treatment system (use existing and contracted separately) .: Resolution: BIW has a contract with NALCO for the water treatment system. The Builder will be required to notify BIW when they will need the system disconnected /reconnected. All of the piping and power interfaces that the system requires will be shown on the drawings issued on 2/21/14 and will be the responsibility of the Builder to install.

VE Ideas: Boiler Building • Reduce the R values for the walls and roof (R19 or less) : Resolution: The building wall system will be a standard pre-engineered metal building panel and insulation system with a 7’ foot liner panel. R19 minimum. • Colby researching if code relief available if we declare building “unheated” : Resolution: The building will not have heaters. • Reduce the foundation requirements for the stack (now 4 piles vs 9) : Resolution: The stack foundation will be revised . The drawings issued on 2/21/14 will specify the revised piles and concrete foundation. • Reduce stack to 85’ tall and 48” in diameter: Resolution: The drawings issued on 2/21/14 will specify the revised piles and concrete foundation. • Delete the propane tank and evaporator. Provide truck connection at building: Resolution: The propane tank and its supporting systems will be removed from the scope of the project in the 2/21/14 drawings. • Remove propane pad requirements and any piling: Resolution: The drawings issued on 2/21/14 will show the removal of the propane tank slab. The area will require paving. • Over excavate, provide 2 feet of gravel and mat foundation 18” to 24” (no pile driving) : Resolution: The drawings issued on 2/21/14 will show the building foundation without piles or pile caps. • Provide single wall stack with pre-installed insulation: Resolution: A pre-insulated stack will be specified.

  6. VE Ideas: Boiler Building • Sprinkler system required in main bay? In office area? : Resolution: Both the office area and the Main bay area will require sprinklers. • Make PEMB building square or rectangle: Resolution: The building should remain as shown on the drawings.

  7. VE Ideas: Blast & Paint #4 • Paint system being purchased & installed by BIW (XP-70 & Lines): Resolution: The Builders will be responsible for supplying all of the required utilities to the XP-70 locations. • Power point of connection is substation 28: Resolution: The conduit to substation 28 will be installed as part of a separate contract. The contractor will be responsible for pulling the cable from substation 28 to the Blast & Paint Building. This scope will shown on the drawings issued on 2/28/14. • Use round duct in lieu of rectangular duct: Resolution: The drawings issued on 2/28/14 will specify what is known to be the least expensive and most efficient duct layout. Builders will be required to bid the scope as shown on the drawings. Builders may submit an alternate duct type and layout with a deduct, and confirmation that the performance of the system will not be compromised in Amendment 02 proposal submittal. • Reduce duct pressure classification, size, and insulation protection: Resolution: The specification of the ducting for the recirculation system will match the requirements of the pressures and vacuum loads. No changes are anticipated. • Blast grit provided by BIW under current long-term contract: Resolution: The Builders will be required to notify BIW when the grit is needed. BIW will deliver the grit to the floor hopper in the Blast Bay for the Builder to load and test. • Substitute grade 75 rebar for grade 60 rebar: Resolution: Builders will be required to bid the scope as shown on the contract drawings. Contractors may submit an alternate rebar type and layout with a deduct and confirmation that the performance of the system will not be compromised. Calculations for the revised rebar layout shall be stamped by a PE.

  8. VE Ideas: Blast & Paint #4 • Reduce R values: Resolution: The wall panel type and thickness and R values will remain as shown on the drawings. No alternates for the R value will be allowed. The Kingspan panel will be revised to a more currently available panel. • Remove white concrete floor requirement: Resolution: No colored concrete panel will be specified in the drawings issued on 2/28/14. • Reduce 53’ x 80’ floor loading scheme (beams & pylons) : Resolution: BIW is studying the feasibility of this option. • Specified Dawson & McDonald mechanical system in 2/28 dwg pkg: Resolution: Dawson MacDonald/Empire will provide full shop drawings of their equipment. This information will be available with the drawings issued on 2/28/14. • Downsize motors from 400hp to 150hp: Resolution: A revised fan layout is being designed. The revised layout and fan horsepower will be shown on the drawings issued on 2/28/14.

  9. VE Ideas: Blast & Paint #3 Dehumidification • Resolution: A scope of work for the installation of the piping and controls, supporting equipment and structures may be supplied with the drawings issued on 2/28/14. This scope of work is being studied by BIW. • Place existing 520 ton coils in service. • Provide chiller load required for Blast & Paint # 3 • May use spray foam & intumescent coating inside • Note 1: 1000 ton required for all 3 bays (B&P #3 and #4) • Note 2: Still keep pricing “below-the-line” as an alternate

General Notes: • General Notes: • Use same Pricing Proposal Input Sheets • Cranes remain as Builder responsible • Soils and Hazardous material identified & remain as described • Outfitting Hall design has not changed, other than above final VE ideas • 3/14 Bid package = (Amend 01 Outfit Hall update) + (2/21 Boiler update) + (2/28 B&P #4 update) + (VE list of ideas not already in released designs) + (Bid-Build Construction Agreement) • Alternate proposals will be considered if they provide a financial deduct and meet the intended requirements
