The Standards comprise three main sections: A comprehensive K-5 section embedded literacy standards standards for foundational skills (concepts of print, alphabetic principle, writing, other basic conventions) Organization for English Language Arts & Literacy in History/Social Studies, Science, and Technical Subjects 4

Literacy in History/Social Studies, Science & Technical Subjects Integration of Knowledge and Ideas Standard 8 Grades 6-8 Distinguish among facts, reasoned judgment based on research findings, and speculation in a text. Grades 9-10 Assess the extent to which the reasoning and evidence in a text support the author's claim or a recommendation for solving a scientific or technical problem. Grades 11-12 Evaluate the hypotheses, data, analysis, and conclusions in a science or technical text, verifying the data when possible and corroborating or challenging conclusions with other sources of information. 8

  16. Assessment Background • In 2011, California joined the SMARTER • Balanced Assessment Consortium (SBAC), one of two multi-state consortiums funded by the US Department of Education to develop CCS assessments for federal accountability purposes. 16

What will the SBAC assess? • The SBAC assessments will cover English language • arts and Mathematics for grades 3-8 and grade 11. • English language arts will assess critical reading, writing, speaking, and listening skills in history, science, mathematics, the arts, and English • Mathematics will assess the use of mathematical skills in concepts like field science, technology, and engineering 18

  19. How will we participate in the SBAC? • SBAC summative (end-of-year) assessments are required • SBAC formative and interim assessments will also be made available to member states 19

  20. How will the SBAC and STAR (as we know it) coexist? • The SBAC summative assessments will replace the English language arts and Mathematics CST and CMA for grades 3-8 and grade 11 beginning in 2014-15 20

Questions yet to be answered…. • Will grades 2, 9, and 10 be assessed in English language arts and Mathematics going forward? • Will Science be assessed in grades 5, 8 and 10, and for Earth Science, Biology, Chemistry, and Physics going forward? • Will History be assessed in grades 8 and 11, and for World History? • Will the CAPA and STS still be administered? • The answers will be determined by the State Legislature • pending a review by the State Superintendent of • Instruction due to be released by December 2012. 21

  22. How will the SBAC impact school accountability? • SBAC summative assessments will be used for • federal accountability as early as the 2014-15 • school year • SBAC summative assessments, as a component of STAR, are most likely to be used as a significant component of state accountability 22

  23. How will the SBAC assessments be administered? • The SBAC assessments are designed to be administered online in a computer adaptive testing format • Fixed-form pencil-and-paper assessments will be made available for the first three years to “help” schools and districts that are not ready to participate in online testing by the 2014-15 school year 23

  24. What are the technology issues that will impact how we participate in the SBAC? • Bandwidth required for administering assessments (e.g. streaming video, writing online essays, constructing short responses, drag-and-drop, online research, and multiple choice) • Hardware & Networked computing resources • Software 24
