  2. MRV Summary of Issues flagged Workshops – Seminars - Submissions of Parties

MRV (1) • MRV of financial support is crucial in the establishment of reconfigured climate change regime • MRV should be country-driven and in accordance with countries’ needs and priorities • MRV should help address current problems of lack of consistency/ transparency / comprehensiveness of finance support to CC • Lack of agreed definition on what constitutes climate finance makes scale and sources of definition difficult to determine • Specific goals/purpose of MRV need to be agreed in order to ensure efficient operation and avoid overload and burden of information • What organ in UNFCCC should be assigned to measure/report/ verify financial support to developing country action - some think should be Standing Committee on Finance

MRV (2) • Who and how should quantify private finance? • Evolving role of MRV to help ensure compliance on commitments to support climate change action in developing countries • MRV and capacity building role in building institutional/ technical/ legal / and policy development capacities • What elements are needed to build a comprehensive MRV system and how to build on existing reporting systems including national communications • What institutional arrangements are needed for MRV support

  5. MRV (3) • Question on what to report ( one submission’s suggestions) • Overview of policy/mitigation actions • Implementation schedule • Potential GHG reductions • Total costs of actions • Methodology for measuring GHG reduciton • Other relevant information ( e.g. co-benefits)

ICA Issues • Details are still being negotiated – Submissions by Parties requested and discussions continuing in Durban • Importance of transparency and the need to create a simple system that involves stakeholders • Interest in having a flexible systems – in frequency and form • Need to come to an agreement on who would be involved in the consultations and interrelationship between ICAs and IARs – the International Assessment Reviews of Annex I Parties
