  4. Chancellor’s Office Bargaining Team • Previously: Division of Human Resources, Chancellor’s Office under Gail Brooks • Now: Labor Consultant, C. Richard Barnes and Associates • $4,209 per day, 154 days this year. • Chief Negotiator: John Swarbrick • Labor Relations Department, Bill Candela • Campus AVPs for Faculty Affairs and other academic personnel

Bargaining Issues • Compensation • CA budget • Assigned/Release Time • Workload (Establish specific normal levels for class size of different course types, including on-line classes based on pre-budget crisis levels) • Grievance Process (eg. Retain current authority of arbitrator in RTP cases) • Appointment (eg. Breaking News • On February 20th the CFA Board of Directors passed the following resolution: The Board of Directors of the California Faculty Association authorizes, as recommended by the bargaining team, a strike vote to be held on all 23 campuses between April 16 and April 27, 2012. • The vote will ask the faculty to give the Board of Directors the authority to call for a series of two-day rolling strikes should mediation and fact-finding fail to yield a fair settlement. The voting process will allow for both electronic and in-person secret ballots.

  9. Strike Vote Authorization Rationale • The California Faculty Association initially proposed an extension of the current contract which the CSU administration brushed aside. For eighteen months the CFA Bargaining Team has worked hard to reach a fair and equitable labor agreement with the CSU administration. • While the team continues to hope that the statutory process—mediation and fact finding--will yield positive results, the California Faculty Association’s Board of Directors believes that the time has come to prepare our members and our campuses for all contingencies—including the need to strike.

  11. CFA DEPARTMENT REPRESENTATIVE RESPONSIBILITIES • Make announcements at department meetings regarding CFA issues, concerns, activities, and plans. (Information will be provided to you for this purpose.) • Let CFA leaders know of issues and concerns within your department that relate to contract provisions or CFA policies. • Refer faculty to appropriate leaders in CFA for specific concerns. Important: You are not expected to be an expert on the CFA-CSU contract or to resolve faculty rights problems.  Please refer such matters to the appropriate chapter leaders. (If in doubt as to who to call, contact the Chapter President.) • Help recruit new members for CFA. You can get assistance on recruitment from CFA staff member Kat General. (Call CFA Office x. 86232 for details.) • Invite members of your department to CFA events. • Help identify faculty members willing to participate in CFA-sponsored activities. • In general, act as a liaison between your department and the CFA leadership.

  12. Becoming an Elected Rep • Complete an Election Petition that will require the candidate to get the signatures of more than 50% of the CFA Members in their Department. • Conduct an Election at your next Department meeting and submit a copy of the meeting minutes showing the election results. • Request that the CFA Office host an online election with a one-week nomination process and a one-week voting period.  The whole process will take 2 weeks and only CFA Members will receive a ballot to vote.

Building Membership at SFSU • A majority of SFSU faculty are CFA members. • As we prepare for a strike vote it is important to sign-up colleagues that are not currently members of the union. • High membership numbers support our CFA Bargaining Team as they work to reach an agreement with the Chancellor's Office regarding the Collective Bargaining Agreement.

Resolution on Millionaire's Tax SFSU Chapter Encourages CFA Statewide to Support • Whereas the California Legislature has for more than a decade not adequately funded public education and necessary social services, public safety and infrastructure, and • Whereas California is currently facing a budget deficit with threats of possible additional cuts to public education and social services, and • Whereas California’s financial plight is not inevitable but the result of political choices made by legislators intent on preserving tax breaks for the corporations and for the rich, and • Whereas “The Millionaires Tax to Restore Funding for Education and Essential Services Act of 2012,” if passed,” will raise taxes by 3 percent on those making more than $1 million a year and by 5 percent by those making more than $2 million a year and does not have an expiration date and has designated that the revenue go to public education and social services, and • Whereas Governor Brown’s tax proposal, if passed, would increase the sales tax by one-half a cent, which is regressive, and increase by 1 percent the taxes on individuals making more than $250,000 and by 2 percent on those making over $500,000, and includes an expiration date of 2016, and • Whereas, “The incomes of the wealthiest 1 percent of Californians grew 81 percent from 1978 to 2008, while those in the bottom 20 percent dropped 11.5 percent, according to the nonpartisan California Budget Project …” (San Francisco Chronicle, April 1, 2011), • Therefore be it resolved that the San Francisco State University Executive Board of the California Faculty Association urge the statewide California Faculty Association to endorse and actively support the Millionaires Tax and not endorse Governor Brown’s tax proposal. • Therefore, be it resolved that we encourage all faculty, students and staff to participate in signature gathering efforts for this ballot measure. •  Approved by the CFA San Francisco State University Chapter Executive Board at its meeting on January 24, 2012.

Priority seating goes to students, butseats may be available for interested faculty and staff with a valid employee ID number.Interested people can sign-up for a seat on the bus online. Faculty and staff should enter their employee ID number in the field titled "Student ID Number," and in parenthesis indicate their campus affiliation. Buses will depart in front of Lot 19 at 7:00 am on March 5th. • CFA sponsored bus departing from CSU East Bay at 8am and Maritime Academy (in Vallejo) at 9am.  The bus return arrival times are 7pm at Maritime Academy and 8pm at CSU East Bay.
