Background to CSRE Established 2006, to promote introduction of Chinese rolling stock to Europe; David Shipley represented CSR Ziyang Locomotive Co., Ltd. since 2004; Company now represents three CSR and CNR factories, with combined ability to produce: - 350 diesel electric locomotives; 26,000 freight wagons; and 1,250 passenger cars (coaches / EMU / DMU) per annum.

DMUs and EMUs for the UK (1) Developed product brand “Pacemaker”; Shortlisted for two projects; 202 DMU cars for UK Department for Transport; Project superseded; continuing to talk to operators and possibility of small prototype build to start process; 76 EMU cars for London Midland Franchise; Planning for introduction 2012-2013.

    6. DMUs and EMUs for the UK (2) DMUs - 2, 3 and 4 car units; MAN under-floor engines on all cars; Voith hydro-mechanical transmission; low, medium & high density seating options; 160 km / hr maximum speed; Euro Stage 3a emission control (3b from 2012).

    7. DMUs and EMUs for the UK (3) EMUs - 4 car units; 25 kV ac overhead electric supply; ac three phase traction motors; medium density seating, with First Class compartment; 160 km / hr maximum speed.

High Speed Hybrid EMU for the UK (1) Developed product brand “Polaris”; Attracted serious interest from several existing and potential open access operators; Ready to step in with an affordable product, should current negotiations with Agility for the Inter City Express project, not be successfully concluded.

The Polaris Product (1) 225 km / hr maximum speed, available with or without tilt; Concentrated power / distributed drive configuration; Typically configured as 2 + 6 train sets, with capacity for 334 seated passengers; First Class, Standard Class, catering, disabled and luggage facilities all provided on board the train.

    20. Metro Cars for Europe Developed product brand “Pulsar”; Currently tendering for Stockholm and Helsinki Metros; Expressions of interest lodged for Bucharest, Warsaw and Sofia Metros; Building on success of 43% market share within the Chinese domestic market.

The Pulsar Product (1) Integrated with traction systems from four different global suppliers; Siemens, Bombardier, Alstom and Mitsubishi; Highly reliable – up to 100,000 km / casualty; Highly energy efficient – best in class electrical systems, with regeneration; Over 1,200 vehicles supplied, with automatic train operation (ATO).

    24. Strategy for a Win-Win Situation Chinese manufacturers are seen as a threat by EU rolling stock groups; Essential to: - Highlight advantages to stakeholders; Build relationships with local companies; Consultants; Suppliers; After Sales Support organisations; Maximize the opportunities for localisation; Introduce finance solutions.

    25. Localisation of Final Assembly China gains advantage on labour intensive and highly automated processes; Advantageous to carry out certain final assembly work in end-user territory; Desire to establish facilities in Western & Eastern Europe; Good access to deep sea port and main line railway connection critical; Exploring all options.

    26. Electrification and DMUs (1) HLOS DMU Project superseded following electrification announcement; New DfT Rolling Stock Plan expected before the end of the year; Class 319 EMUs to be cascaded to free up DMUs for further cascade; In theory, everything cascades down, with Pacers falling out of the bottom; Too little, too late!

    27. Electrification and DMUs (2) Recent thinking has involved bringing stock in at top of food chain and cascading down; Superseded HLOS DMU project highlights that this concept is flawed – nobody able to make a satisfactory business case; Necessary to introduce new stock at the bottom of the food chain, firstly “superseding” Pacers and later Sprinters, enabling upward cascade to infill where overcrowding exists.

    28. Electrification and DMUs (3) Pacers need to be replaced now, not in 2016; Offset capital cost against: - lower maintenance cost; better reliability; much lower fuel consumption; and lower emissions; Cost neutral over ten years; But – rolling stock must be low cost to purchase and to maintain.

    29. Electrification and DMUs (4) Network Rail says: - Electrics 50% cheaper to run; Electrics 33% cheaper to maintain; Electrics 90% more reliable; Electrics emit up to 30% less CO2 But: - Diesels need no OHLE maintenance; Diesels don’t depend on OHLE reliability; CO2 statement relies on green energy.
