  1. STRATEGIC MESSAGES Do not underestimate the Leitch Review. It’s like a Russian novel! Delivering World-class Skills in a Demand-Led System LSC – January 2007

  2. FINAL LEITCH REPORT MESSAGE 1 – Two eye catchers (i) statutory learning leaving age of 18 (ii) review progress of adults achieving first L2 by 2010 and if progress insufficient, a statutory entitlement to workplace training to Level 2 The big idea in Leitch is a statutory learning leaving age at 18. Green Paper expected in the spring. STRATEGIC MESSAGES

  3. FINAL LEITCH REPORT MESSAGE 2 – Statutory intervention is ruled in for young people but only threatened for adults. (i) young people learning leaving age not employer levies/LtP (ii) adults no imposition of LtP or employer levies MESSAGE 3 - The Leitch Review keeps the CBI on-side over adult skills in the short-term and the TUC on-side over the medium-term STRATEGIC MESSAGES

  4. FINAL LEITCH REPORT MESSAGE 4: costs remain unclear including public/private split • 14-19: do not know the costs in England – outside Leitch • adult skills: total UK up to L3 is £1.5bn/£2bn but split between public and private contributions are unknown unclear about 19-25 entitlements/foundation tier/first L2/first L3 • HE: expansion of HE should be work-based/vocational/part-time private contributions should cover the bulk of the cost of tuition no formal endorsement of the 45% figure no split between full-time/part-time if expansion at 45% no assessment of maintenance/learner support costs keep the 18-30 target as well as all age 19+ HE target STRATEGIC MESSAGES

  5. FINAL LEITCH REPORT MESSAGE 5 – Leitch is hampered by 11/14-19 red-line • Diplomas • A levels • funding for 16-19 – less for adults/HE • statutory learning leaving age at 18 • 16-19 LSC funding STRATEGIC MESSAGES

  6. FINAL LEITCH REPORT MESSAGE 6 – Leitch is hampered by HE red-line • 2009 HE Funding Review • 40% is no rise above projections/45% figure is only suggested • expansion should be vocational but progression not explained traditional degrees foundation degrees/HNDs full-time part-time full-time part-time 16-18s: A Levels/IB } 17 Diplomas } + Apprenticeships } entry 19+: Vocational L3 } 19 Apprenticeships } + Access } entry A levels } STRATEGIC MESSAGES

  7. FINAL LEITCH REPORT MESSAGE 7 – adults skills demand-led not strategic plan led STRATEGIC MESSAGES

  8. FINAL LEITCH REPORT STRATEGIC MESSAGES

  9. FINAL LEITCH REPORT MESSAGE 8(i) – Leitch does not propose radical structural change • The LSC remains in place as 16/19 & adult skills agency • Machinery of Government No merger of work remit of DWP into DfES No merger of skills remit within DTI • Institutional Change No merger of JCP and LSC STRATEGIC MESSAGES

  10. FINAL LEITCH REPORT STRATEGIC MESSAGES

  11. FINAL LEITCH REPORT MESSAGE 8(ii) – Leitch does not propose radical structural change Closer integration of welfare to work and adult skills • Chapter 7 Little closer integration of adults skills and business support structures • Chapter 5 • DTI Capability Review Adult skills and welfare to work agenda relative to adults skills and business agenda STRATEGIC MESSAGES

  12. FINAL LEITCH REPORT MESSAGE 8 (iii) – Leitch does not propose radical structural change • Creation of a UK-wide Commission for Employment & Skills • Minor cull at national level – SSDA/NEP - voice of employers - review targets - license SSCs - license Employment & Skills Boards STRATEGIC MESSAGES

  13. FINAL LEITCH REPORT MESSAGE 9 – The geographical coverage of ESBs is unclear Leitch Para 7.77 “It will be important to avoid a ‘one-size fits all’ approach.” - employer coalition? - local authority? - core cities? - city regions - regions? Example is London London Skills and Employment Board PBR 2006 Para 3.55 “The Leitch Review published on 5 December recommends that employer coalitions and regional skills partnership are merged into a series of employer-led Employment and Skills Boards…..” STRATEGIC MESSAGES

  14. FINAL LEITCH REPORT MESSAGE 10(i)– don’t mention planning don’t mention strategic planning STRATEGIC MESSAGES

  15. FINAL LEITCH REPORT MESSAGE 10(ii) – A plague on almost every strategic planning body in adult skills • LSC – more or less a funding agency not a strategic planning body • SSCs – not strategic adult skills planning bodies • Local Authorities – not strategic adult skills planning bodies • RDAs/RSPs – not strategic adult skills planning bodies STRATEGIC MESSAGES

  16. FINAL LEITCH REPORT MESSAGE 11 – RDAs/RSPs outside of London the big losers • SSCs have new roles • Local Authorities can feed into ESBs • RES/RSP not to shape adult skills • Leitch overturns successive DfES skills strategy papers • Regional structure of LSC proposed in FET Bill looks awkward STRATEGIC MESSAGES

  17. FINAL LEITCH REPORT MESSAGE 12(i) – How does Leitch square with Ken? • The Skills and Employment Board in London will be an Employment and Skills Board – forms part of the Further Education Bill. • But the London Skills and Employment Board is only one part of the deal with the London. • The most important is the London Regional Adult Skills and Jobs Plan. STRATEGIC MESSAGES

  18. FINAL LEITCH REPORT MESSAGE 12(ii) – How does Leitch square with Ken? • national framework of adult skills - London Skills and Employment Board operates within it - LSEB chaired by London Mayor - annual adult skills plan “That plan will then drive the way the LSC allocates funds and operates programmes in London.” Alan Johnson (13/6/2006) “The LSEB will have the power of direction over approximately £400m of the London LSCs’ adult skills budget.” LDA - (14/12/2006) Further Education and Training Bill - Clause 4 – specifically reinforces the LSEBs power to direct 19+ LSC funding via adult skills plan • But this represents a statutory power underpinning a regional adult skills plan to drive the way the LSC allocates funds • whispers about the Mayor wanting HE funding within scope of the plan STRATEGIC MESSAGES

  19. FINAL LEITCH REPORT MESSAGE 12(iii) - How does Leitch square with Ken? • Leitch Review Perspective demand-led is the national framework: Train to Gain and Learning Accounts LSEB is responsible for a plan rather than strategic regional planning of adult skills • Demand-led v Statutory Regional Strategic Adult Skills Planning STRATEGIC MESSAGES

  20. FINAL LEITCH REPORT MESSAGE 13 – Watch the fight back from the planners • Regional Development Agencies • Democratically Elected Agencies - Local Authorities - Elected City Mayors • assuming the LSC remains as an entity tension between demand-led and democratic accountability/strategic adult skills planning STRATEGIC MESSAGES

  21. FINAL LEITCH REPORT MESSAGE 14 – £3bn adult skills funding for tuition routed through Train to Gain and Learning Accounts by 2010 MESSAGE 15 – £1bn already committed to Train to Gain so £2bn routed through Learning Accounts by 2010? STRATEGIC MESSAGES

  22. FINAL LEITCH REPORT STRATEGIC MESSAGES

  23. FINAL LEITCH REPORT MESSAGE 16 – Demand-led principle has key questions for 19+ Work-Based Learning, UfI funding, and19+FE LSC Paper Learner responsive model – LA funding channelled through it Employer responsive model – Train to Gain/FE provision on employer premises and Adult Apprenticeships MESSAGE 17 – Leitch Review completely redefines use of Learning Accounts compared to the FE white paper STRATEGIC MESSAGES

  24. FINAL LEITCH REPORT MESSAGE 18 – New funding for adult learners in the form of Skills Development Fund (replacing adult learner funds) mass system of CDLs (at adult Level 3) and Child Trust Funds could be linked to Learning Accounts MESSAGE 19 – A new universal adult careers service under the learndirect brand combining JCP and IAG services MESSAGE 20 – demand-led employer HE funded by HEFCE to be routed through a similar Train to Gain mechanism STRATEGIC MESSAGES

  25. FINAL LEITCH REPORT MESSAGE 21 – Train to Gain relative to Learning Accounts appear to be the key demand-led mechanism to achieve the adult Level 2 ambition MESSAGE 22 – 500,000 apprenticeship ambition does not imply a doubling of apprenticeships in England Uncertainty over the 500,000 apprenticeship target because some will be for young people, unclear whether adult Level 2 or adult Level 3, and the 255,000 baseline in England-wide and target is UK-wide. STRATEGIC MESSAGES

  26. FINAL LEITCH REPORT MESSAGE 23 Difficult to assess relative contribution between first adult L3 qualifications/Adult Apprenticeships in meeting 1.9m extra first adult Level 3 attainments, and unclear link with the 19-25 first Level 3 entitlement STRATEGIC MESSAGES

  27. FINAL LEITCH REPORT MESSAGE 24 – New roles for SSCs but uncertain role of Sector Skills Agreements Sector Skills Agreements – list of commitment Qualifications - Para 4.27 “SSCs responsible for identifying and approving vocational qualifications for their sectors in England – including Foundation Degrees, eligible for public funding.” Para 4.41 “for vocational qualifications, only those approved by SSCs should qualify for public funding.” Foundation Degrees – Colleges to have degree awarding powers STRATEGIC MESSAGES
