  2. What is the next level? • From where have we come & how far have we? Stages in community radio advocacy in Nigeria • Phase I: Academic agitation stage • Phase II: The birth of a coalition • Phase III: Hopes in the horizon • Phase IV: Manpower development for takeoff • Phase V: Hopes dashed—the denouement

  3. So what’s the next level • Really the desired level is the release of broadcast licences to communities—not campuses; the placement of Nigeria among nations where the poor and the rural have a voice of their own...

  4. How do we get there? (I) • “All the provisions on licensing noted in the document below can be addressed by the National Broadcasting Commission (NBC). These features fall within the purview of the Honourable Minister of Information, requiring only a statement of policy from the Honourable Minister and the requirement of time-bound implementation by the NBC” (Report of the Community Radio Policy Drafting Committee, 2006)

  5. Why is that difficult? Why has it been difficult to get that statement of policy from the Honourable Minister? • Guesses: • Politics • Priority • Processing • Procrastination

  6. How do we get there? (II) • A new form of advocacy...ruralised advocacy which puts at the frontline the potential owners of community radio stations—the organised CBO’s and ordinary villagers

What must not be compromised • A community-friendly licensing regime for community radio • A clear delineation between community radio and campus radio—the line is getting blurred • A clear-cut community radio policy that safeguards it from hijack and abuse • A re-presentation of the Opubor Committee report
