DEPOT MAINTENANCE AND/OR CREW SHORTAGES PREVENTED THE ABOVE DETACHMENTS FROM FLYING THEIR OPTEMPO. C-26 SFD’s ONLY MASSACHUSETTS DID NOT FLY THEIR OPTEMPO DURING 3D QUARTER.     73. The DPG is the most important planning document for influencing programming priorities and outyear funding levels in the POM. Services who fail to follow DPG guidance may experience a Defense Resource Board Program Decision Memorandum (PDM) or Program Budget Decision (PBD) that reduces their POM or Budget funding levels. During AC/RC Integration Council of Colonel meetings, NGB-ARA continued to cite ARNG Division missioning as a critical issue toward eliminating structural and cultural barriers to active/reserve integration. Both the RCCC and the ARFPC are now tracking this issue. We have, and will continue, to pursue it. For upcoming QDRs, the conversion of ARNG divisional combat structure to CS and CSS units for Phases I and II of ADRS is critical to future success for the ARNG. Current shortfalls in meeting CINC CS/CSS and Army Support to Other Services (ASOS) requirements will increase the priority of these converting units. Platoon level training for the remaining ARNG divisional combat units will be very important as the ARNG becomes more involved in missions such as SFOR/KFOR rotations and Smaller Scale Contingencies. We feel the Army will also be relying more and more on ARNG combat units (especially eSBs) as it continues with the transformation. ANALYSIS: To avoid a repeat of 1997, we believe The Army will place the ARNG in a favorable light over the next 18 months or so to leverage our congressional clout and unify the Army. Given current and anticipated future force structure requirements, the ARNG should focus on EAD CS/CSS units suited for CINC missions, Homeland Security (HS) and transformation requirements during Total Army Analysis 2009 & 2011.
