  1. Adrian Dascalu & Adriana Baciu 13 november 2006 WBCs’ EIONET nodes – technological resources for the environment

  2. Eionet is a partnership network of the European Environment Agency (EEA) and its member and participating countries. Information technology infrastructure (sometimes referred to as e-Eionet) supports the organisations and individuals in the network. EIONET & e-EIONET

  3. EIONET Mission The European environment information and observation network (Eionet) aims to provide timely and quality-assured data, information and expertise for assessing the state of the environment in Europe and the pressures acting upon it. This enables policy makers to decide on appropriate measures for protecting the environment at national and European level and to monitor the effectiveness of policies and measures implemented.

  4. EIONET Structure

  5. NFPs National focal point (NFP): An expert or group of experts in national environmental organisations nominated and funded by the country and authorised to be the main contact point for the EEA. The NFP coordinates the national network consisting of numerous national reference centres (NRCs) in order to support the implementation of the EEA work programme.

  6. The Tools • EIONET developed a suite of tools that emerged from the needs of the community, available thorough the web on different levels: • Centralised level • National node level All this tools have been developed according to software standards established by the EIONET experts, released as open source and respecting web accessibility standards

  7. The Tools (cont.) • EIONET Planner • http://planner.eionet.europa.eu/WorkPlan_2006 • EIONET Directory • http://eea.eionet.eu.int/Members/irc/eionet-circle/Home/central_dir_admin?fn=roles&v=eionet&rd=1&af=0&ud=1&od=1 • Core Set of Indicators (CSI) • http://ims.eionet.europa.eu/ - Indicators Management Service • http://themes.eea.europa.eu/IMS/CSI Core Set of Indicators • Reportnet ( a colection of tools)

  8. The tools: Reportnet • Central Data Repository - CDR • Reporting Obligations Database – ROD • Data Dictionary – DD • Directory – DIR • Content Registry - CR

  9. Feedback using Reportnet • Barbara Clark, National Focal Point, Germany: • By using Reportnet tools I get linkage to the data itself and to products, such as the bathing water report. As a data supplier, I get to see what happens to my data. That is the motivation part, data suppliers need to see that the information does not just end up in a drawer" • "As other European and International organisations begin to use Reportnet as well, it will make life much easier for all players in the reporting scene and provide multipurpose deliveries."

  10. National level tools • CIRCA – Groupware tool • CDR – installed also locally for national collecting purposes • Last but not least the PTKs (portal toolkits), tools that are most relevant in disseminating national information. • Constructed following the EIONET software standards • Content management systems with through the web interaction • Complemented with a suite of useful tools (Zope products) to deal with specific tasks like helpdesk, notifications, fora, link checkers etc • Built for sustainable development

  11. PTKs history • Natport • CHM PTK 1.0 • CHM PTK 1.1 • EWPublisher 1.0 • EWPublisher with multilinguality • Naaya 1.0 • Environmental portal built on Naaya with the add of a dedicated product

  12. Successful story – EC CHM • The biodiversity CHM network of portals was developed using the diffusion of the CHM-PTK to the user community at national level. • They are interacting very actively and also using this tool to promote and disseminate local actions in the biodiversity field. • They have been very content with this tool and had, over time, a series of proposals to enhance it.

  13. So, what do we have? • A functional network node • A set of software tools • The knowledge to manage the node • Access to multiple levels of support • Experience of the EEA backing us up

  14. The obvious result • Using the tools developed for the EIONET the Nodes are a pool of technological resources serving the Environment needs on a National Level

  15. A step beyond • Using the EIONET servers to promote local cooperation
