MAF/TIGER System • The Master Address File (MAF) • Developed by the Geography Division in the 1990s • Topologically Integrated Geographic Encoding and Referencing (TIGER) • Developed by the Geography Division in the 1980s • Developed to support the Census Bureau’s mission of collecting and cataloging accurate demographic and geographic data.

  5. MAF/TIGER Enhancement Program Goals • Align the MAF/TIGER databases with GIS files maintained by state, local, and tribal partners, other federal agencies and private sector firms. Allows the Census Bureau to implement more programs in a digital file based format, rather than a paper-based format. • Improve the spatial accuracy of the TIGER database thus enabling Census Bureau field staff using GPS equipped hand-held devices to implement more accurate field data collection methods. • Support the Administration’s Geospatial One-Stop E-government initiatives in compliance with the requirements of the Government Paper Work Elimination Act, OMB circular A-16, and Executive Order 12906.

  6. MAF/TIGER Enhancement Program Objectives • Objective One:Accurately locate every street and other map features in the TIGER data base. This is being conducted via the MAF/TIGER Accuracy Improvement Project (MTAIP) • Objective Two:Implement a modern processing environment for the MAF/TIGER System using commercial off-the-shelf (COTS) products. • Objective Three:Expand and encourage geographic partnership programs with state, local, and tribal governments that update the MAF/TIGER databases.

MAF/TIGER Enhancement Program Objectives • Objective Four:Launch the Community Address Updating System(CAUS) to provide sufficient coverage for the American Community Survey. • Objective Five:Implement a comprehensive plan for periodic MAF/TIGER evaluation and corrective activities that will guide planning for cost–effective future coverage and geocoding improvement operations.

Generalized Workflow of Objective 1 MTAIP Census HQ Source Data Collection Procedures • File Evaluation at HQ • 110 – point collection • evaluation and re-evaluation Geospatial Data Acquired Regional Offices acquire information on potential geospatial sources (via telephone interviews and Internet searches) and enter the findings into the TIGER Enhancements Database (TED) Files that passed the file accuracy evaluation are considered for delivery to Harris for TIGER accuracy improvement: • TIGER Extract • Local source files and associated instructions • metadata State Entity Tribal Entity Local Entity County Entity

Harris Acquired Sources Local Sources Harris adjusts road centerlines and selected features and delivers to HQ If successful, data is uploaded into TIGER ROs disseminate the spatial evaluation report and a local edition TIGER/Line file to data providers Evaluation of Harris-adjusted files at HQ a series of checks are made to validate the accuracy

Digital File Content That Supports Objective 1 MTAIP Digital files can include: • Street centerlines (including attributes when available) • Hydrography • Rail Features • Legal Entity Boundaries (counties, places, minor civil divisions) • Natural Resource Pipelines / Electric Power Transmission Lines • Landmarks • Cadastral or Tax Parcels • Structure Coordinates or Building Footprints (with addresses)

Objective 1 MTAIP - Tribal, State and Local Files • Partials and “spatial enhancement” counties • Census Bureau and the Harris Corporation are in the process of determining the best approach to use • Issue is one of cost and methodology that is consistent with the Harris technical solution • Anticipate proving in the process in FY05

Objective 3 - Partnerships Federal Agency • USGS – The National Map • Providing road and governmental unit boundary layers • Provided two enhanced counties for testing • Began twice yearly deliveries in late 2004 • Support e-government initiatives and make the National Spatial Data Infrastructure a reality

  18. Objective 3 - Partnerships Federal Agency • Census Regional Office/USGS State Liaison Meetings • This will be a continuing process to ensure that both agencies coordinate activities • Hosted multi-agency meeting on use of imagery • FEMA, NGA, NOAA, USDA, USGS

Objective 3 - Partnerships Tribal, State and Local Governments • Communicate more effectively • Increase participation in geographic programs (more time to decide on participation) • Effectively integrate partnership programs that now exist as separate programs (better coordination, more automated participation) • Establish new partnerships that can be used to improve the accuracy, currency and coverage of the MAF/TIGER databases To accomplish this objective the Census Bureau will:
