  2. Overview • Ignition Interlocks are hand-held, breath testing devices installed directly into the wiring of a vehicle • State laws provide for the mandatory installation of an interlock on a second DWI, and optional on a first • Manufacturers must be certified by NHTSA

  3. How it Works • Elicits breath samples before vehicle is started, at five minutes, and then 30 minute intervals • If BrAC is below .02 (MO), vehicle operates as normal • All events recorded on chip and summary of fails and violations sent to probation (or court) officer monthly

  4. What if Defendant Drinks? • Above .02, records fail on computer chip • Records any attempts to start illegally, tamper with, or circumvent • Failing 3 tests in a row at start = 15 minute lockout • Failing 3 tests in a row while driving = horn beeps until engine off, then 15 min. lockout • Will never shut vehicle down

  5. Can Interlocks be “Beaten” • Class A Misdemeanor to attempt to tamper with or circumvent • Tests randomly and repeatedly • Every event recorded, including refusals • Engine starts and stops reported • Bogus air detector

  6. What if Someone Else Takes the Tests? • Class A Misdemeanor for both • Random tests necessitate having sober person along at all times - not just to start the vehicle • .02 = zero tolerance

  7. Accuracy • Calibrations • False positives • Fuel Cell Model

  8. Applications • Public Safety - Deter drinking and driving • Monitoring - Report is viable tool for probation • Behavior Modification - reduce recidivism • Best when used with other programs

  9. Pricing - Approx. $2 per day • 2nd Time offernders spend $16/day • One mixed drink in a bar: $2.50+ • One Beer in a bar: $1.75+ • One Pack Cigarettes: $3.00+ • Cable TV with Premiums/day $2.00 • Gallon of Milk: $2.85+ • Gallon of Gasoline: $2.75+
