This module guides you through the process of managing the map adoption process for study projects. Only authenticated users with a Map Adoption Task Lead and FEMA Lead role can manage the map adoption process for study projects. Training manual users will find workflow and role diagrams throughout the modules. Web-based users, may click on the “View Workflow” and “View Role” buttons to see where you are in the workflow and role descriptions with associated organization types. Check Adoption Status MANAGE MAP ADOPTION Map Adoption Task Lead SP10 The Check Adoption Status screen allows the Map Adoption Task Lead to confirm whether a community has adopted an ordinance that meets the requirements of the NFIP (by checking CIS). If the community has adopted a compliant ordinance, check the “Ordinance Adopted” box and enter the adoption date. If the community has a valid automatic adoption clause and the ordinance is compliant, check the “Automatic Adoption” box. If a community has not adopted a compliant ordinance, do not check any boxes and select “Continue.” A series of warning letters will be sent to the community if a compliant ordinance has not been adopted. Reminder: Online Help content provides assistance to users and is available throughout the MIP. Prepare 90 Day Suspension Notification MANAGE MAP ADOPTION Map Adoption Task Lead SP11 The Prepare 90 Day Suspension Notification screen allows the Map Adoption Task Lead to track the preparation of the 90 day suspension notification that will be sent when a community has not adopted a compliant ordinance as required by the NFIP. Enter the date the 90 day suspension notification was sent to FEMA for review and indicate that an internal review has been performed. The 90 day suspension notification warns the community that it has 90 days left in the 6 month compliance period to adopt a compliant ordinance or the community will be suspended from the NFIP. For all study workflow tasks, there will be a Review screen (where all task information entered can be reviewed) and a Complete Task screen.   4. Review 90 Day Suspension Notification MANAGE MAP ADOPTION The FEMA Lead must review and approve the 90 day suspension notification before it can be distributed. Identify the communities in which the 90 day suspension notification is approved by checking the “Approve Notification” box. (If this box is checked, the Map Adoption Task Lead would receive the task to distribute the suspension notification.) Enter the date returned to MOD HQ and type any comments in the space provided. If the “Approve Notification” box is not checked, the task will be sent back to MOD HQ for correction. Throughout this module the role performing the activity and a numerical or descriptive identifier for the screen are displayed in bold on the bottom left and right hand corners of the screen shot to the right. Manage Map Adoption ROLE: FEMA Lead Description of Role: Conduct final meetings, approve BFE and LFD dockets, approve appeal resolution letters, and approve suspension notifications. Organization Type: FEMA Region, FEMA HQ SP12Review 90 Day Suspension Notification Decide if the notification is acceptable. If yes, go to Distribute 90 Day Suspension Notification (SP13). Distribute 90 Day Suspension Notification MANAGE MAP ADOPTION If the 90 day suspension letter was approved bya FEMA Lead (FEMA HQ), this task will appear on the Work Item List of all potential Map Adoption Task Lead(s) at MOD HQ. The Distribute 90 Day Suspension Notification screen allows the Map Adoption Task Lead to enter the date of the 90 day suspension letter and the date the letter was sent to the community. Note: Clicking the Save Work button will save the data a user has entered; however, a user can not save a screen that is only partially completed. Recheck Adoption Status MANAGE MAP ADOPTION Map Adoption Task Lead SP14 The Map Adoption Task Lead must recheck the adoption status of a community if the community did not adopt a compliant ordinance before the 90 day notification was sent. The adoption status needs to be rechecked in time to prepare the second warning letter. If the community has adopted a compliant ordinance (by checking CIS), check the “Ordinance Adopted” box and enter the adoption date. Type any necessary comments in the space provided. If a compliant ordinance has not been adopted by the community, do not check the box and select “Continue.” Manage Map Adoption ROLE: Map Adoption Task Lead Description: Responsible for the checking and confirming community ordinance adoption (including preparation and distribution of 90 and 30 day suspension letters). Confirm Adoption Status MANAGE MAP ADOPTION The Map Adoption Task Lead must check the adoption status of a community a final time prior to the effective date of the new map to confirm if the community has adopted a compliant ordinance as required by the NFIP. If the community has adopted a compliant ordinance (by checking CIS), check the “Ordinance Adopted” box and enter the adoption date. Type any necessary comments in the space provided. If a compliant ordinance has not been adopted by the community, do not check the box and select “Continue.” The community will be added to the “suspended communities” Final Rule.
