  12. （4）7th c. the desire for Zhonghua Empire （中華帝国）modeling after Tang（唐）Dynasty . Saimei（斉明）Tennou（天皇）ordered the envoy for Tang（唐）to take the native tribe who dwelled in north-western region of ancient territory.

  13. Saimei（斉明）intended to appeal to Huangdi（皇帝）the Hua and Yi（華夷）structure of ancient territory .
