  4. Militia – ‘stateless’ group • Difficult to control • Other groups such as Kony’s LRA have moved into the DRC in 2005, demonstrating lack of control of DRC’s government.

  5. Corruption • Big problem – allegations that the UN and members of the Congolese government have been funding / arming militia.

  6. Lack of ‘international will’ • The scale of the crisis isn’t reflected in the reaction of the international community. • No effective steps have been taken. • UNSC and Secretary General have denounced HR violations… • Rwanda and Uganda have not been ‘sanctioned’ for their involvement either.

  7. Demand for minerals • The US accounts for 40% of the worldwide demand for coltan. • What does this mean?
