WHAT IS CAEP? • The customized Agricultural Extension Project (CAEP) is a five year and country-wide project • With the purpose of supporting the implementation of PSTA 4 (Innovation and extension priority area) • While ensuring inclusiveness of farmers and other rural value chain actors, focus on the involvement of the private sector (private companies, universities, CSOs, youth organizations) in innovation and extension services delivery • CAEP will promote an effective and efficient use of these stakeholders’ capacities and skills to avail new products for an effective customization of extension services in Rwanda

MINAGRI (Policy, coordination, M&E) RAB, NAEB 7 Districts Ensure new extension PSTA 4 objectives (Inputs and FFS and FPs approaches) Focus on food security and nutrition Increased household income, nutrition and food security Commodity Value chain based and tailored extension packages CAEP Contribution to achieve PSTA 4 objectives (Inputs and private extension approaches) Focus on value chain competitiveness and HH income Wide private sector (Universities, CSOs, Private companies, Youth organizations)

PROJECT DESCRIPTION • Outcome: The agricultural extension in Rwanda has become more pluralistic and effective to meet farmers’ needs through engagement of private sector extension actors • Output 1: Innovations and new technologies are developed and disseminated to farmers through agriculture oriented high learning institutions in Rwanda • Output 2: CSOs and farmers’ organizations are active actors of the national extension system to improve technical and organizational skills and capacities of farmers’ groups and their mentors to becoming market oriented • Output 3: Youth organizations in agriculture are active actors of the national extension system to promote the entrepreneurship among youths for a more commercial farming in Rwanda • Output 4: Private companies operating in the agriculture sector are active actors of the national extension system to promote win-win opportunities and partnerships with farmers

MAIN ACTIVITIES PER IMPLEMENTING ACTOR 1.UNIVERSITIES • Support the innovation capacity of high learning institutions Laboratories renovation, Laboratories equipment, Hydroponic facilities, Green houses facilities, Acquisition of cleaned planting material (foundation seeds) from RAB, Micro propagation of cleaned planting material • Strengthen the outreach program (TOT) Training of Master trainers, Development of training modules, Acquisition of experimentation material/equipment,.. 3. Strengthen FFS Training of FFS Facilitators, Experimentation trials, Organization of FFS groups,.. 4. Support the internship program of fresh graduate Transport and communication fee for internees

  6. MAIN ACTIVITIES PER IMPLEMENTING ACTOR 2. CSOs 1. Build capacities of staffs in extension Develop innovation packages/GAPs tailored to different farmer groups in different value chains and agro ecological zones 2. Strengthen the FPs and community animal health workers (CAHWs)(quantity and quality) Training of FPs in selected innovation packages/ Horticulture (vegetables, fruits and Flowers, Training of CAHW in fisheries, pork and poultry, Support installation and management of demo plots, Support installation and management of animal demonstration facilities, Organize CAHW cooperatives 3. Support the organization of farmer group and commercial farmers’ cooperatives Training of farmer groups members in selected GAPs in selected value chains, Link commercial farmers’ cooperatives to financial institutions and market 4. Support the organization of farmers’ fora 5. Support the organization and facilitation of Value chain platforms

  7. MAIN ACTIVITIES PER IMPLEMENTING ACTOR 3. YOUTH ORGANIZATIONS 1. Build capacities of young business advisors Trainings, Support the organization of youth in agri business advisors company 2. Support the identification and needs assessment of semi-commercial farmers Conduct a baseline study of semi-commercial farmers in different value chains 3. Develop entrepreneurship capacities of semi-commercial farmers (Business plan development) Training in entrepreneurship and coach semi-commercial farmers to become commercial farmers 4. ICT training to access the required agriculture information Training of commercial farmers in ICT to effectively use ICT opportunities in their own capacity building and linkage to markets

MAIN ACTIVITIES PER IMPLEMENTING ACTOR 4.PRIVATE COMPANIES • Build capacities of marketing agents in extension and potential returns on investments (Organize a training of private companies) • Support the identification and implementation of win-win opportunities with commercial farmers (Support development and dissemination of fact sheets on profitability of the use of agricultural (including livestock) inputs at farm level) • Implement successful outreach approaches to increase inputs’ use 5.ROLE OF MINAGRI &ITS IMPLEMENTING AGENCIES Ensure inclusiveness and building on achievement Develop and manage contracts with CAEP implementation actors for result based and accountability Organize annual national PPD Organize annual farmers’ competition Coordination of extension stakeholders Support the project coordination unit

  9. STATUS OF CAEP • Intermediate report with some gaps (assessment of capacities of proposed implementing partners, relationship with other project, comprehensive and accurate financial and economic analysis, sustainability of private extension models, MINECOFIN template, form of contract to ensure results and accountability) • CAEP complementary feasibility study to start next week (25th Feb 2019)
