    1. Installation Management Institute January 2007 PART 7- TARGET FCGS This section of the workbook is focused on individual FCGs. FCGs which have been selected for in depth analysis are referred to as “Target FCGs.” These may be identified through the coarse screen, directed by higher headquarters or derived from other analysis or planning activities. The purpose is to organize the data needed to perform analysis in depth of a specific FCGs.This section of the workbook is focused on individual FCGs.     3. Installation Workbook Organization The installation workbook is organized into six sections General Reference (Tabs 1 – 3) ASIP Information (Tabs 4 – 8) TAB/Requirements (Tabs 9 – 11) Assets (Tabs 12 – 15) Supporting Information (Tabs 16 – 19) Target FCGs (Tabs 20 and following)

    4. Installation Workbook Target FCGs You can’t perform meaningful analysis on 289 FCGs at once. Target FCGs are selected to address current priorities or planning needs. Sources of input may include: Region priorities Restationing or restructuring initiatives Commander Interest Coarse Screen Review HQDA initiatives (e.g, FFS) ISR results Target FCGs allow directed research BUT… Don’t evaluate anything in a vacuum TABs 20 and following in the installation workbook are set up to focus on individual FCGs. Each workbook TAB has multiple reports about a single FCG. Selecting the FCGs for analysis can be based on a number of factors including those shown on the slide. Generally we recommend on FCG per tab except for UPH and other housing related facilities that have two FCGs, one for GSF and one for capacity, in RPLANS such as F72100 and F7210P. Related FCGs such as brigade and battalion headquarters may also be grouped in some cases.TABs 20 and following in the installation workbook are set up to focus on individual FCGs. Each workbook TAB has multiple reports about a single FCG. Selecting the FCGs for analysis can be based on a number of factors including those shown on the slide. Generally we recommend on FCG per tab except for UPH and other housing related facilities that have two FCGs, one for GSF and one for capacity, in RPLANS such as F72100 and F7210P. Related FCGs such as brigade and battalion headquarters may also be grouped in some cases.

Installation Workbook Target FCGs Tab 20 and following are prepared on the basis of one per Target FCG and contain the following information as a minimum: RPLANS Algorithm Summary TAB for selected FCG Summary TAB by FCG for Applicable UICs TAB by FCG for Applicable UICs Facility Details by FCG Facility Details by Facility Number FCG Requirements by UIC (if the FCG has edits) Requirements Analysis (if the FCG has edits) As the initial part of a TAB update progresses, target FCGs are identified. These are FCGs that require detailed analysis to resolve issues. The identification may be based on the coarse screen, command interest, the Army Facilities Strategy or other factors. In the end, information needs to be managed on each FCG. In this case there are multiple reports in each succeeding tab, but the same reports types are used in each tab and are inserted in the same order for consistency. The reports are organized to provide increasing levels of detail and designed to support presentation of the issues during meetings with tenants or other concerned personnel. For all the reports in this section that include selecting an FCG, select only the FCG that is the subject of the Tab. Some of the reports include information that is contained in other places, but including it here makes cross reference work easier to do. The first question in any analysis should be “Why is the allowance what it is?” Placing the algorithm from RPLANS at the front of the section keeps the method by which the allowance was calculated at your finger tips. The various TAB reports address allocation of facilities with a given FCG. The Facility Details reports focuses on buildings to include showing whether a particular building includes more than one tenant and more than one category code. The requirements reports provide information about requirements edits including when and why they were made. These do not have to be run if there have not been edits in the FCG being analyzed.     6. Target FCG Reports Space Planning Algorithm The first report in this Tab is the RPLANS algorithm. In the case of facilities that have two FCGs (one for square feet and one for capacity) such as Army Lodging or Enlisted UPH, select both the SF and the capacity FCG for this and all subsequent reports. Capacity UM include SP, PN, FA. This keeps the basis for the allowance at hand during the analysis process. The first step in the analysis process, especially for gross excesses or deficits, is to understand why the allowance is what it is. A requirement analysis and justification should addresses the factors that generate the allowance and explain why they are not applicable or why they are not adequate in a particular case. In addition to being an analysis tool, the algorithm is useful when meeting with personnel at an installation. It is usually helpful to begin the discussion by explaining why the allowance is what it is. This focuses the discussion on the criteria and types of functional space rather than on the inadequacies of the facility an organization is using to meet a requirement. If there is a standard design for a particular facility type, a picture of the standard can also be included at this point. Users often react better when asked to explain how the standard facility fails to meet their functional needs than they do when asked to discuss their requirements in the abstract. The goal is to focus attention on what a unit needs, not what is wrong with what they have.     7. Target FCG Reports Summary TAB The next report in a target FCG Tab is the summary TAB for that FCG. This depicts the overall status of the FCG for the installation showing whether it is balanced, short or excess. It also reflects whether there is planned construction or leased assets. The fact that an installation is excess does not mean that individual organizations are all excess. Frequently an installation will be excess but poor distribution of facilities results in one or more units or organizations showing a severe shortfall. When running this report for housing related FCGs, run it for both the unit of measure SF and the corresponding FCGs for SP, PN and FA. This report provides the lowest level of detail that can be seen by staff at HQDA or IMA level using HQRPLANS.     10. Target FCG Reports Facility Details by FCG The next report is the Facility Details by FCG. It provides a list by INSNO and FACNO of every facility on an installation that has space classified in a particular FCG. It also provides assignment information. This report should account for 100% of the existing facilities in a given FCG, but does not include any planned construction. This report is useful in grasping the distribution or assets without regard for allowances or requirements and ins helpful for that part of analysis that focuses on buildings. It shows if a facility has more than one user in a particular type of space, but it does not show if there are different FCGs included within a particular facility or what the total size of the facility is if there are more than one FCG included. STEPS for TAB 20E: Reports/ Facility Details/ by FCG-Selected FCGs/ Select FCGs/ Choose FCG and ADD/ OK/ RunThe next report is the Facility Details by FCG. It provides a list by INSNO and FACNO of every facility on an installation that has space classified in a particular FCG. It also provides assignment information.     11. Target FCG Reports Facility Details by FACNO A facility details by facility number report is a companion report to the facility details by FCG. While the previous report accounts for all assets in a particular FCG, it does not indicate whether a particular facility space is in other FCGs. To run this report it is necessary to first run the facility details by FCG (Tab E), then select each facility that appears in the details by FCG report. Once multi-use facilities are identified, they can be highlighted on the TAB by FCG for applicable UICs report and the Facility details by FCG since one issue that frequently impacts analysis is the correctness and/or accuracy of multi-use facility classifications. STEPS for TAB 20F: Reports/ Facility Details/ by Facility Number/ Select Facilities/ Use TAB 20E and choose the Facilities that it has listed for the particular FCG/ ADD/OK/ RunA facility details by facility number report is a companion report to the facility details by FCG. This report does not display edits made to an INSNO, does show installation level FCGs that have been edited at UIC level. Edits to INSNOs are visible in the summary TAB by FCG for Applicable UICs report.
