  4. Public vs Private goods: Determined by excludability and subtractability (rivalness).

Rational actor model -- doesn’t deal with power, culture, institutions • Economics – Rational choice model – underlie US policy arguments • Individuals think logically and make “rational” choices to maximize self-benefit. • (Culture – defines what is a benefit.) • Incentives / sanctions to change consequences (benefits) is a main policy tool. • Cost/benefit analysis – individual or institutional level – for decision making. What is an institution: rule bound behavior

  6. What are some qualities of bureaucracies? According to Weber: • governed by rules! – can appeal • hierarchical structures and authority • keep & follow written documents • regulated qualifications for employees • specialized knowledge of experts • fixed jurisdiction • “official” separate from “private” • paid a fixed salary, old age pension • An innovation of efficiency “of modern mass democracy”!
