  1. Safety Managementon USACE Projects Construction Safety Risks Safety Focus Areas Key requirements

  2. Construction Safety Risks STRUCTURAL Design, material, workmanship risks • Controls: • Right design, • Right materials • Right workmanship • demonstrated by KTR QC & external QA ACCIDENTAL Hazard-based risks • Controls: • EM 385-1-1 • EM 385-1-97 • KTR QC by SSHO, Supv. Mgmt & • External QA Construction Project Risk TACTICAL Threat-based security risks • Controls: • good TTPs, regular training, control battle space, internal QC, External QA

  3. Risk Management Process • Addresses each of the aspects • Structural, Accidental, Tactical • Prioritizes risks in each aspect • Concentrates resources on highest risk in each aspect first – then on lower risks. • Evaluates effectiveness of controls

  4. Safety Focus Areas • Construction Accident Safety • Demining / UXO Safety • Accident Reporting & DBA Claims

  5. Construction Hazards – Big 3 Scaffolding & Fall Protection Excavation Electrical

  6. Construction Safety Requirements • SSHO required must have 30 Hr. Construction Safety course. • APP with AHA must be accepted by AED-N. • AHA should match features of work. • Workers must be briefed using AHA at the start of each feature of work. • SSHO must be on-site at all times and must make regular walk-thru inspections for compliance. • SSHO must keep a log of these deficiencies and track to closure.

  7. Explosive Hazards Thermal flux, Blast Overpressure, Fragmentation Thermal Flux (Fireball) Blast Overpressure (Blast Wave) Fragmentation

  8. UXO/Demining • Requirements: • Use an accredited subcontractor • Submit a UXO / Demining workplan • Clear to 1 meter depth • Provide a completed clearance certificate. • Do not start work until the certificate is approved. • Train all workers to Recognize, Retreat, and Report any suspected UXO/Mines.

  9. Accident Reporting & DBA Insurance • REPORT ALL ACCIDENTS. • Requirements: • get and maintain coverage, • file claims within 10 days of worker injury or death. (including hostile fire WIA/KIA). • LS 202 is the form for filing to CNA/Rutherford. • A copy of the LS 202 must be sent to the KO/COR and AED-N Safety Office.

  10. Summary • We expect you to manage all aspects of construction safety: Structural, Tactical, and Accidental • Your Quality Control Plan, Security Plan, and Accident Prevention Plan is how you communicate to us how you will do this. • Three Safety focus areas are: • BIG 3 (falls, excavations, electrical); • Unexploded ordnance/mines; and • DBA Insurance. • Take advantage of training opportunities to learn how to manage each of these – AISA and ABA are working with USACE to provide training in all these areas.
