  1. Preamble Read/Respond Do not write your names on your Preambles! Every person in the group must make a comment for each turn! Each person in your group is using a different color marker.

  2. ROUND #1 One person in your group, read the preamble aloud. If there is a word that any one in your group doesn’t understand - Underline it. Use context clues to guess a definition. What phrase in the preamble gives the power over government to the people?  Find it and label it.

  3. ROUND #2 Read what the other group wrote. If you disagree – comment. If you have something to add – comment. What were the goals of the government?  Find them and explain each one in the margin. (There are 6.)

  4. ROUND #3 Each person in the group should write a question you have about the preamble. It can’t be “What does this mean?” Be specific!

  5. ROUND #4 1. Read the comments made by previous groups. 2. Each person in the group needs to respond to a question someone wrote. Either offer an answer to a question OR write a follow-up question.

  6. IN YOUR JOURNAL… CREATE A GRAPHIC ORGANIZER THAT SHOWS THE 6 PURPOSES OF GOVERNMENT LISTED IN THE PREAMBLE.

  7. These are the powers of the Government listed in the preamble. Explain what each of these means: Form a perfect union? Establish justice? Ensure domestic tranquility? Provide for the common defense? Promote the general welfare? Secure the blessings of liberty?
