THE ITALIAN PARLIAMENT THE EUROPEAN PARLIAMENT THE COUNCIL OF THE EUROPEAN UNION Bicameral legislature (composed of two houses: the senate(upper house) and the Chamber of Deputies (lower house) Composed of one chamber Made up of ministers from Member States in alterning professional capacity. There is one government minister from each Member State The Senate is composed of 315 members over 40 years of age. The Chamber of Deputies is composed of 630 members over 25. They are all elected by universal suffrage and have a five-year mandate. The European Parliament is composed of 732 deputies over the age of 21. They are elected by universal suffrage by all citizens of the EU and have a five-year mandate. Which ministers attend a meeting depends on which topic is on the agenda. Each Member state sends its government minister who is most familiar with the topic at hand. There are nine different Council "configurations", covering all the different policy areas. -Legislative function -Function of constitutional review -Function of control and address -Function of inquiry -Legislative function (consultation, cooperation procedure, conformity opinion, co-decision procedure) -Purse power -Democratic supervision - Legislative power on a wide range of EU issues - Coordinate the broad economic policies of the Member States - Authorise, oversee and conclude international agreements - Budgetary authority The senate: Palazzo Madama The Chamber of Deputies: Montecitorio Strasbourg and Bruxelles Bruxelles

THE ITALIAN GOVERMENT Constitutional institution THE EUROPEAN COMMISSION Administrative body and engine of European integration It’s made up of many bureaus, everyone responsible of a specific function. made up by Commission President and Commissioners First minister Second minister Ministries Commission President Commissioners Designate by Member State governments 20 members 5 years Undersecretaries Ministers within or without purse Proposed by governments of Member States Ministers have to jury in the hands of the president of the Republic. After that, they have to obtain the trust of the Parliament The Commission President-designate is then approved by Parliament. Have held political positions in their countries of origin Ministers in Italy have the same role of commissionaires in Europe Commisionairs in Europe have the same role of ministers in Italy. - Executive function - Emanate decrees that have a law strength. - Represent Italy on international stages - Propose legislation to Parliament and the Council - Executive implementation of EU policies - Supervise that directives are upheld and implemented - General financial management of the EU - Represent the European Union on international stages

THE ITALIAN CONSTITUTIONAL COURT (Supreme Institution of the Italian Republic) THE EUROPEAN COURT OF JUSTICE (Legal and iuridic system) Made up of 15 members Made up of 25 judges 1/3 elected by the Republic President 1/3 elected by the Parliament 9 years Appointed by the governments of EU Member States They elect the President of the Court 1/3 elected by ordinary and administrative supreme magistrates over 20 years 6 years 3 years - Judge on the constitutionality of laws - Judge on conflicts between State powers (legislative, administrative, judicial), between the State and regions or between different regions - Judge on the admissibility of repealing referendums - Judge on criminal charges brought against the President of the Republic. No one institution can invalidate a constitutional decision - Power of jurisdiction - Make sure that Community law is upheld - Rule on legal disputes between Member States, between the EU and Member States, between EU institutions and authorities and between individual citizens and the EU Ways of calling on the European Court of Justice: -through direct petitions through the preliminary rulings procedure The Court can invalidate laws also if they’re already in use The Constitutional Court has to respect only the Italian Constitution
