  1. This is a story about a gate and a gate keeper The Gate is the priorities companies have when deciding where to relocate or expand

  6. Right To Work • Right-to-Work merely allows workers the freedom to choose union membership and pay dues or not. It does not forbid anyone from joining a union or prohibit unions from organizing. • It enhances the freedom and prosperity of individuals and communities which is why more than half of the states have passed some version of Right-to-Work. • The Sandoval County proposed RTW ordinance does NOT impact government unions or existing union contracts.

  7. Right To Work States Colorado’s Labor Peace Law is more stringent than Right to Work laws as it is illegal to force payment of Union dues unless the STATE conducts TWO elections and requires 75% approval of workers for union representation.

  8. Arizona, Colorado, Texas and Utah are enjoying great economic growth while people are leaving our state to find good jobs • New Mexcio is an Island of High Poverty, High Unemployment • and Lower Pay

  9. The Republic | azcentral.com Feb. 21, 2017 Arizona's gross domestic product rising 3.6 percent in 2017 "Employers are attracted by Arizona’s lower business costs, particularly relative to other West Coast states,“ July 26, 2017 (CNSNews.com) - Texas had the fastest growing economy in the nation in the first quarter of this year with its state GDP growing at a real annual rate of 3.9 percent, according to the Bureau of Economic Analysis 2017 Report to the Governor by the Utah Economic Council The Utah economy remains healthy. Every major industrial sector expanded in 2016, contributing a total of 49,500 new jobs over the year. An annual employment growth rate of 3.6 percent was ….among the strongest in the nation.  Denver Business Journal Feb 2, 2017 Colorado's gross domestic product -- -- jumpedat an annual rate of 5.1 percent in the third quarter of 2016, the fourth-highest growth rate in the nation,… Forbes November 2016 New Mexico ranks in the bottom six overall for a fourth straight year….lousy current economic climate…..worst employment growth in the U. S.

  10. Unemployment Rates By State – 2017 Arizona 5.1% Colorado 2.4% New Mexico 6.3% (Sandoval County is 7.1%) Texas 4.3% Utah 3.5% https://www.bls.gov/web/laus/laumstrk.htm

  17. Right-to-work laws do not diminish a union’s ability to organize a workplace or a worker’s ability to become a union member and pay dues. • United Auto Workers report for 2015 that membership grew 1.3 percent …. a substantial number of UAW members work in right-to-work states like Michigan • US. Bureau of Labor Statistics showed that in 2015, unions in what were then 25 right-to-work states gained more members than in states without RTW. • 125,000 in right-to-work states • only 91,000 in non-right-to-work-states

  18. RTW might actually makes unions stronger • To win new members and keep current ones, unions in right-to-work states need to be more attentive and responsive to what workers care about most. In some ways, these unions face similar incentives to meet workers’ needs as any other business in the service industry does. • Some union officers even say right-to-work helps their recruitment efforts. Gary Casteel, now the UAW secretary-treasurer, said in 2014, when he was in charge of organizing Southern auto plants, “This is something I’ve never understood, that people think right-to-work hurts unions.”  • …“it helps them. You don’t have to belong if you don’t want to. So if I go to an organizing drive, I can tell these workers, ‘If you don’t like this arrangement, you don’t have to belong.’ Versus, ‘If we get 50 percent of you, then all of you have to belong, whether you like to or not.’ I don’t even like the way that sounds, because it’s a voluntary system, and if you don’t think the system’s earning its keep, then you don’t have to pay.”

  19. Right-to-Work as a Local Ordinance Kentucky counties passed local Right-to-Work ordinances 2014 Excerpt from the federal judge ruling in the Kentucky case.  "“We conclude that [the NLRA]‘s use of ‘state’ includes political subdivisions and that Hardin County’s right-to-work protection is included in 14(b)’s exception from preemption.” 11/20/2016

  20. Warren County, Kentucky, • Since Right-to-Work passed in 2014 • over $1 billion in new capital • investment • thousands of new jobs • unemployment went from 6.9 • percent to 4.6 percent

  21. June 25, 2004 This is the same authority Sandoval County is using to pass RTW.
