JPSS Program Overview • JPSS will be NASA/NOAA’s next generation of polar Earth observing science data satellites • Maintain continuity of climate observations and critical environmental data from the polar orbit • Increase timeliness and accuracy of severe weather event forecasts • Provide advanced imaging capability to analyze fires, volcanoes, Gulf oil tracking and other adverse incidents • Provide advanced atmospheric temperature, moisture and pressure profiles from space • Direct broadcast data to field terminals at hour scale latency JPSS 1 Satellite (NPP-clone) * Program fully funded by DOC/NOAA

JPSS Program Overview (cont’d) • Administration decision on restructuring NPOESS announced in early February 2010 • NOAA/DOD leadership agree to cooperate to ensure a smooth transition – Acquisition Decision Memorandum signed March 2010 • NOAA/NASA management of JPSS Space Segment (PM Orbit) and shared Ground System with DOD • Mid and early-AM orbits covered by EUMETSAT and remaining DOD/DMSP platforms • Agencies will share data from each orbit to meet the national need for weather and climate information • JPSS Space Segment to deliver most planned NPOESS observations for PM orbit • Continue plan for operational use of NPP data (PM orbit)

JPSS Program Overview (cont’d) • GSFC is performing work on a reimbursable basis for NOAA • JPSS Satellites operate in 13:30 (LTAN) orbital plane only • Period of development/operations: through FY 2026 • Launch Readiness Dates: FY 2015 and FY 2018 • Maximum Data latency of 80 minutes at IOC and 30 minutes by FOC; 15 minute objective • International partners provide some space segment components and/or data

JPSS Space Segment • Designed for operation in afternoon orbit with a 13:30 LTAN • Launch readiness date of January 2015 and January 2018 • Compatible with existing and future polar ground sites (Svalbard, McMurdo) and Ka ground sites at mid latitudes • Instrument complement includes • VIIRS, ATMS, CrIS, OMPS, CERES or ERBS • Spacecraft • Clone of NPP bus • EELV is launch vehicle • Likely Atlas V or Falcon 9 • JPSS also accommodates: • TSIS Instrument on Free Flyer Spacecraft • SARSAT and A/DCS communication services on Free Flyer Spacecraft (TBC)

JPSS Instruments • Advanced Technology Microwave Sounder (ATMS) and Cross-track Infrared Sounder (CrIS) • Provide profiles of temperature, moisture, and pressure • Visible/Infrared Imager Radiometer Suite (VIIRS) • Provides daily high-resolution imagery and radiometry across the visible to longwave infrared spectrum • Ozone Mapping and Profiler Suite (OMPS) • UV and IR bands for ozone total column measurements • Clouds and the Earth’s Radiant Energy System (CERES) • Supports studies of Earth Radiation Budget ATMS CrIS VIIRS CERES OMPS

JPSS Ground Segment • Command, Control, Communication Segment (C3S) • Includes MCC at NOAA/NSOF, Svalbard, McMurdo and Ka sites • Deployed for NPP, augmentation required for JPSS satellites • Capacity and flexibility to operate future DOD polar-orbiting satellites in morning orbit(s) • Interface Data Processing Segment (IDPS) • Includes all hardware and software to process and disseminate data from satellites • Provides NPP and JPSS data and products to NOAA and DOD Centrals, to NOAA’s Archives and to NASA’s SDS (for NPP) • Presently Deployed for NPP at NOAA and AF Centrals, augmentation will be required for JPSS satellites • Deployed at Navy Central(s) for JPSS satellites • Field terminal – Direct Transmission • Develop prototype system (h/w & s/w) for deployment by agencies and individual users

JPSS Operations and Sustainment • At NSOF i.e. “NOAA Central” • Operate NPP, JPSS, and DWSS satellites • Operations transition from JPSS-led to NOAA-led at start of nominal operations • Operate future DoD polar-orbiting metsats; deliver raw data to IDPS at DoD Centrals • Operate and sustain C3S and IDPS for life of program • Conduct initial and recurring Cal/Val • Support all NOAA Field Terminal users and maintain the registration data base and key management center for all other users

JPSS Transition Approach • Acquisition authority delegated to NASA GSFC for PM orbit and ground system • Governance model per NMI 7120.5 • NASA becomes the Systems Integrator • NPOESS PEO/IPO facilitates transition • To date, transition has been as transparent to ongoing work as practical • Transferred work on Instruments/Ground System via GSFC letter contracts • Standard contracts now in place for Ground, CrIS, OMPS, and Spacecraft • Remaining: VIIRS, ATMS, and long term 1394 support • JPSS Program/Project Organizations defined and staffing is underway • NPP Project will remain with the Earth Sciences Program at GSFC • JPSS and NPP Organizations are being collocated in GSFC Building 40 (former Greentech IV Building) this week

Summary • JPSS will be a critical element in maintaining NOAA/NASA climate knowledge continuity from the afternoon orbit • JPSS will improve weather forecasting and knowledge of transient Earth events • JPSS will provide time-critical weather information for DoD and other personnel • On behalf of NOAA, GSFC leads a large team of industrial partners to make this happen • JPSS will continue to maintain a close collaborative relationship with DoD both during the NPOESS transition and throughout the mission • To lessen programmatic risk, JPSS-1 is baselined as a clone of NPP • JPSS provides the ground segment for the DoD DWSS Mission as well as the JPSS satellites • Although moving offsite to Building 40, JPSS is still a fully-GSFC organization
