    2. 2004 Regional Transportation Plan Project growth in jobs and housing Identify existing and projected transportation needs Propose transportation projects within available funding to address needs Measure vehicle miles traveled/emissions Meet air quality transportation conformity

    3. 2008 Regional Transportation Plan Regional Blueprint identifies preferred growth patterns that reduce growth in VMT Include Greenhouse gas analysis in RTP Environmental Impact Report (EIR) Identify greenhouse gas impacts in growth in VMT and possible alternatives and mitigation measures

    4. 2012 Regional Transportation Plan Identify and map natural resources, lands projected to be developed and lands used for agriculture Blueprint land uses likely to occur are included in Sustainable Communities Strategy – part of RTP (plus any changes required by next Federal Transportation law (due in 2009))

    5. SB 375 Regional GHG Targets In 2010 Air Resources Board adopts a Greenhouse Gas Per Household Reduction Target for Each Region (MPO) for 2020 and 2035 If SCS/RTP does not meet target, MPO adopts alternative planning strategy –not part of RTP to include unlikely land uses and/or transportation strategies that when added to existing RTP and SCS will achieve region’s GHG targets

SB 375 CEQA and Housing Partial conditional CEQA exemption for partially affordable residential or mixed use projects up to 8 acres near high transit service ( planned for at least every 15 minutes) CEQA streamlining- no need to address growth impacts, regional air or regional traffic or land use alternatives for residential or mixed use projects consistent with SCS and APS (if one is prepared) Regional Housing needs every 8 years instead of 5 – zoning after 4 years for cities and counties
