Background EU cohesion policy is about solidarity; helping lagging regions to cup in order to strengthen the economic, social and territorial ‘cohesion’ of the Union Structural Funds and Cohesion Funds (SF/CF) are available to reach this goal The new SF/CF programming period (2007-2013) focuses on the link with the goals of the Lisbon Agenda (competitiveness) and Gothenburg (sustainable development) Energy investments are vital for regional development Renewable energy systems (RES) and energy efficiency (EE) projects can contribute to a better environment, improved competitiveness, more jobs, and overall economic growth EC documents advocate the financing of RES & EE investments through SF/CF Few energy-related projects are currently financed through SF/CF Managing Authorities often lack awareness and know-how to take into account energy aspects when promoting and managing SF/CF

  3. The role of energy in Structural Funds In 2005, less than 1% of the SF budget was actually spent on sustainable energy

  4. Energy opportunities in OPs of NMS 2007-2013 Renewable energy and energy efficiency in the operational programs of NMS 2007-2013 (based on code priority themes 39-43 according to Regulation 1828/2006)

  5. Energy opportunities in OPs 2007-2013 of BULGARIA included in: • OP “Development of the Competitiveness of the Bulgarian Economy” • OP “Regional Development” • OP “Environment” funded by the European Regional Development Fund (85%) and co-financed from the national budget (15%). The above mentioned three OPs use national (sectoral) approach (not regional or mix approach).

Energy opportunities in BULGARIA OP “Development of the Competitiveness of the Bulgarian Economy” Thematic areas of interventions under Priority Axis 2 “Increasing efficiency of enterprises and promoting supportive business environment” • Introducing energy-saving technologies in enterprises • Introduction of renewable energy sources satisfying the needs of the enterprise Beneficiaries - Bulgarian enterprises, both SMEs (392) and large enterprises (150) , both from the productive and service sectors.

Energy opportunities in BULGARIA OP “Regional Development” 1 / 2 Indicative activities to be supported under Priority Axis 1: Sustainable and Integrated Urban Development Priority Axis 4: Regional and local networking, co-operation and capacity • Energy audits, energy efficiency measures, RES for all projects related to public institutions, housing • Improving urban public transport in respect to environmental aspects by importing new units Beneficiaries - state-owned institutions, municipalities, public authorities, associations of owners of multi-family residential buildings (over 3000 sq.m useful floor space) , public transportation companies

Energy opportunities in BULGARIA OP “Regional Development” 2 / 2 Key areas of intervention within Priority Axis 2: Regional and Local Accessibility • Access to Sustainable and Efficient Energy Resources Beneficiaries - municipalities without granted gas distribution licensees The energy related measures (improvement of the EE and RES usage) are inserted horizontally into the separate projects the OP.

Energy opportunities in BULGARIA OP “Environment” Area of intervention within Priority axis 2: “Improvement and development of waste treatment infrastructure” • the construction of installations for recovery of the emitted gas emissions (methane) from the municipal waste landfills for the production of electricity – landfill gas co-generation systems . Beneficiaries - municipal administrations, regional associations/associations of municipalities
