Energy Program • Upgrade chiller-condensing units • Replace inefficient A/C units • Install electronic building controls • Constant volume systems to variable air volume (VAV) • Air-cooled systems to water-cooled systems • Retrocommission • Repair and adjust existing systems to optimize efficiency • Modernize facility systems and control • Measurement and verification (M&V) of savings after repairs • Future project possibilities • Photovoltaic/Thermal (PVT) retrofits • Liquid Desiccant A/C system installs • SCADA/DDC/Smart control system implementations

USMC Build Up • Issue – NDAA Section 2207 restrictions on use of funds affects DOD’s ability to proceed with the Guam military realignment. • Conditions – Prior to the expenditure of GOJ or MILCON funds: • CMC provides Congress with preferred force laydown in the Pacific; • SECDEF submits a master plan supporting the above; • SECDEF certifies that tangible progress has been made with the FRF; • Coordinated federal agency plan for addressing non-military infrastructure and utilities requirements on Guam • Independent assessment of the U.S. force posture in the Pacific region • Exceptions – SECDEF may use funds to carry out: • Complete NEPA analysis for a LFTRC SEIS • Ongoing analysis on the impacts to coral reefs in Apra Harbor
