Key results • Result 1 - Enhanced awareness, knowledge and practical skills of ULBs functionaries, elected representatives for delivering decentralised integrated sanitation solutions • Result 2 - Inclusive planning approach of ULBs for decentralised sanitation service delivery is strengthened • Result 3 - Integrated decentralised sanitation solutions are recognized and included in ULB options portfolio

Problem analysis • Lack of awareness, knowledge and skills for delivering basic sanitation services through alternative decentralised solutions • Limited staff strength and lack of exposure and training on subject of decentralised solutions • Lack of an integrated approach towards citywide sanitation planning (non-inclusive and piece meal approach, focusing on conventional centralised systems only) • Lack of skilled staff and paucity of funds for implementing centralised systems (unsuited for urban sprawl) • Decentralised solutions are not recognized as an option in current mainstream policies and programs

Relevance of the action • MCS and 4 other ULBs – geographically focussed region of EU having City Sanitation Plans • Project will promote integrated sanitation planning at municipality level through decentralised approaches • Strengthening of municipal capacities to deliver basic sanitation services • Project actions are aligned and in convergence with existing government programs (NUSP, JnNURM, ILCS) • Project aims to strengthen transfer of knowledge through cross learning, peer experience and reflective learning approaches

Result 1 - Enhanced awareness, knowledge and practical skills for delivering decentralised integrated sanitation solutions • Strong policy support by decision makers/state authorities for implementation of decentralised sanitation solutions • Awareness workshops at ULB and state level about decentralised, innovative alternative solutions to deliver basic infrastructure/services • 250 key decision makers/ stakeholders • MCS and other ULBs are able to design and implement an effective IEC campaign on decentralised sanitation solutions • IEC campaigns to ensure community support in implementation and management of pilot decentralised sanitation projects (1000 households) • 20 awareness campaigns at ULB level, IEC material (poster, film, skit etc)

Result 1 - Enhanced awareness, knowledge and practical skills for delivering decentralised integrated sanitation solutions • ULB functionaries are trained hands-on in designing and implementing decentralised sanitation solutions • Trainings and workshop (approx. 600 functionaries trained) • Customised advanced subject trainings • Exposure visits for success stories in decentralized sanitation provision • International (Germany, Indonesia), National (Maharashtra, Northeast) and State level exposure visits • Pilot projects (approx. 1000 households benefitted) • Community Based Sanitation (CBS) • DEWATS with simplified sewerage system • DESWAM • Septage Management

Result 2 - Inclusive planning approach of ULBs for decentralised sanitation service delivery is strengthened • ULB has capacity to prepare ward level plan focusing on implementation of decentralised sanitation solutions • Detailed project briefs for implementation of projects in one ward • Standard Operating Procedures (SOPs) for preparing ward level plan • MCS staff trained in preparing ward level plans for Shimla City • ULB has developed skills to prepare integrated CSP • 4 ULBs (excluding Shimla) are trained in city wide integrated sanitation planning in line with NUSP guidelines • CSP template and SOPs contextualized for the ULBs of Himachal Pradesh • PIU increases ULBs access to sanitation expertise and funding • ULBs prepare DPR for funding from MoUD towards CSP implementation

Result 3 - Integrated decentralised sanitation solutions are recognized and included in ULB options portfolio • Dissemination of best practices evolved from pilot projects at City, State and National level • Workshop at National/State level focusing on wastewater, solid waste and septage management • 500 decision makers/relevant stakeholders are informed • Sustained dialogue to promote and mainstream decentralised wastewater/septage management for mountainous regions • National level working groups to promote decentralised solutions • State level working group for policy amendments in General Development Control Regulations of HP to enforce decentralised sanitation infrastructure in newly developing areas
