Support for Employment • UMEM’10 (Specialized Employment Centers Skill’10 Project) is run by Turkish Employment Agency (İŞKUR), MoNE and TOBB University on the basis of raising skilled labor force through courses. • According to the protocol 50% of the graduates of these courses within the scope of Specialized Employment Centers Skill’10 Project are guaranteed for employment. According to October 2015 İŞKUR data 68% of 197.044 graduates have been employed until now. • For the groups which need special policy, the Vocational Skills Development Project (MESGEP) had started in 2013 and still giong on. Within this project 15.092 people have applied to the course programmes in 35 cities from 2013 to December 2015. 6.350 of 9.000 people trained in the project have deserved to receive certificates.   12. MoNE participates in ET2020 Working Groups The sector-focused groups (1) WG schools, (2) WG vocational education and training, (3) WG higher education, and (4) WG adult learning. The issue-focused groups (5) WG digital skills and competences, and (6) WG on promoting citizenship and the common values of freedom, tolerance and non-discrimination through education (follow-up of the Paris Declaration). MONE 12

  13. National Education Quality Framework NationalEducationQuality Framework has beenacceptedbytheHigher Planning Councilwiththeannouncement in OfficialGazettedd. 06.03.2015 numbered 2015/6. Framework wasdevelopedduetotheneed of updatedinformationforstudents, teachers, schools, districts, provinces, andtheentirecountrytoincreasethequality of education. Framework includes 14 basic evaluation and monitoring areas and 80 subdomains. The Directorate of Strategy Development of MoNE has been working on the criteria to measure the mentioned area. MONE 13
