  4. Standards /Guidelines for Certificate Program Proposals CERTIFICATE PROGRAM: New Certificate Programs must meet all criteria in THECB Rules, Chapter 5, Subchapter C, Section 5.44 a. Certificate program has institutional approval b. Institution certifies adequate funds are available to cover cost c. Certificate program meets all other criteria in Section 5.48 of Board Rules (related to criteria for Certificate Programs at Universities

Standards /Guidelines for Degree Program Proposals BACHELOR’S and MASTER’S DEGREE PROGRAM: New Baccalaureate and Master’s Degree Programs must adhere to the standards of THECB rules as outline in Chapter 5, Subchapter C, Section 5.45 or provide compelling information justifying deviations. a. Need b. Quality c. Costs and Funding d. Program Review
